No bicycles shall be ridden on the sidewalks in the Borough of Chambersburg within the area bounded on the north by East and West King Street, including East and West King Street, on the west by the Western Maryland Railroad tracks, on the south by East and West Liberty Street, including East and West Liberty Street, and on the east by North and South Second Street, including North and South Second Street.
No bicycles shall be ridden on any sidewalks in the Borough of Chambersburg on North Hackberry Drive, East Irva Drive and Butternut Lane.
No bicycles shall be ridden on the public sidewalks in the Borough of Chambersburg by a person over the age of 12 years.

All bicycles ridden upon the streets or sidewalks of the Borough of Chambersburg between 1/2 hour before sunset and 1/2 hour before sunrise, and at any other time when there is not sufficient light to render clearly discernible persons and vehicles on the highway or sidewalk at a distance of 500 feet ahead, shall be equipped with a lighted lamp on the front thereof, and a reflector or lamp to the rear, such lights or lamps to be of the kind and size required under the Motor Vehicle Code.
No person shall carry another on any bicycle on the streets or sidewalks of Chambersburg except on a seat provided for such purpose.
No parent, guardian or other person having legal care or custody of a child under the age of 18 years shall permit such child to ride his or her bicycle in violation of this article, and where any such child violates this article permission of the parent, guardian or other person having legal care or custody of such child shall be conclusively presumed.

A. 
Enforcement. This article shall be enforceable by police officers of the Borough of Chambersburg.
B. 
Fine. The penalty for violation of this article shall be a ten-dollar fine to be enforced through the citation procedure in the same manner as Vehicle Code violations.
C. 
Ticket option. An officer, rather than using the citation procedure, may issue a ten-dollar ticket, provided that, if the ticket is not paid within 15 days, a citation shall be filed.

As used in this article, the following terms shall have the meanings indicated:
DOWNTOWN AREA
That portion of the Borough of Chambersburg within the area bounded on the north by East and West King Street, including East and West King Street, on the west by the Western Maryland Railroad tracks, on the south by East and West Liberty Street, including East and West Liberty Street, and on the east by North and South Second Street, including North and South Second Street. The aforesaid references to streets include the adjacent sidewalks.
SKATEBOARDS
Skateboards and other human-powered vehicles other than bicycles.
A. 
No person shall operate a skateboard within 20 feet of a pedestrian.
B. 
No person shall fail to exercise full control over a skateboard.
C. 
No person shall ride a skateboard at an unsafe speed or in a reckless manner (that is, with careless disregard for the safety of other persons or property).
D. 
No person shall operate a skateboard from the sitting or prone position.
E. 
No person shall operate a skateboard while hanging on to another vehicle, including a bicycle or another skateboard.
F. 
No skateboard ramp shall be constructed, used or maintained on any street or sidewalk.
G. 
No person shall operate a skateboard in the downtown area.
H. 
No person shall operate a skateboard between sunset and sunrise.
Skateboards shall not be operated on private property without permission from the owner or other person in charge of the premises.

A.

D. 
Impoundment option. At the police officer's option, an offender may be offered an opportunity to avoid a fine or ticket by the offender agreeing to the skateboard used in the offense being impounded by the police officer. If the skateboard is impounded, it may be picked up at Chambersburg Police Headquarters upon the offender and, if the offender is under age 18, his parent or guardian signing a statement acknowledging review of this article and skateboard safety recommendations.
E. 
Disposal. If an impounded skateboard has not been removed from impoundment, as set forth in Subsection D, within 60 days from the date of the offense, then the skateboard shall be deemed abandoned and shall be disposed of in the same manner as abandoned bicycles.
