A. 
Definition. Whenever the word "parking" is used in this section, it shall mean the standing of a vehicle, except a Police or Fire Department vehicle or ambulance, whether occupied or not, upon a highway otherwise than temporarily for the purpose of and while actually engaged in loading or unloading, or in abeyance of traffic regulations or traffic signs and signals.
B. 
Restrictions. Parking is hereby prohibited on the paved surfaces of the locations as set forth in this article, and this prohibition shall extend to and shall include the lanes of traffic as well as any shoulder from edge to edge, or from curb to curb, as the case may be.
C. 
Parking is prohibited when one or more of the following conditions exist on the roadway:
(1) 
The distance between the center line pavement markings and the curb or edge of roadway is less than 19 feet on an arterial highway or less than 18 feet on all other public roadways.
(2) 
The street width is such that one of two vehicles moving abreast of one another in the same or opposite directions and passing vehicles parked along one or both curb faces or edge of the roadway is required to yield to allow the other vehicle to pass.
(3) 
A traffic capacity analysis concludes that parking should be prohibited at all times or during certain hours in order to accommodate traffic volume, and in the event that said restrictions are imposed, the same shall, in order to be effective, be authorized by the enactment of an ordinance by the Township.
(4) 
An accident analysis concludes that at least three accidents on a roadway during a three-year period have been directly or indirectly attributed to one of the following primary causes:
(a) 
Vehicles parking on roadway.
(b) 
Vehicles entering or leaving parked position.
(c) 
Drivers or passengers exiting or entering parked vehicles on a side street.
(d) 
Reduced sight distance due to parked vehicles.
D. 
Unless otherwise stated, the aforementioned parking restrictions shall apply to both sides of the roadway.
E. 
Angle parking. Unless otherwise permitted by the terms and conditions of this ordinance, no angle parking will be permitted along any roadways in the Township unless the following criteria shall be satisfied:[1]

F. 
Official no-parking signs shall be erected on all roadways where parking has been prohibited by the terms and conditions of this chapter, which said signs shall be in accordance with the provisions of the Pennsylvania Vehicle Code.
G. 
Fire lanes; handicapped parking.
(1) 
Parking is prohibited at all locations designated as a fire lane by the Fire Marshal of Doylestown Township, which said fire lane shall extend 20 feet from the curb nearest the building for which the fire lane is provided, and the fire lane may be designated either on public or private property.
(2) 
Parking is further prohibited in any area designated as parking for handicapped persons, except for persons parking vehicles lawfully bearing registration plates or parking placards issued to handicapped persons or disabled veterans, which said registration or placard is issued pursuant to the provisions of the Pennsylvania Vehicle Code.
H. 
Penalty. Any person, firm, or corporation shall pay a fine of $10 for any violation related to handicapped parking and parking in a fire zone, and for any other violations of this section the fine shall be $5, but if said fine shall not be paid within 72 hours after issuance of the summons, then, upon issuance of a citation and conviction thereof, the person, firm or corporation violating any provision of this section shall be guilty of a summary offense and shall be fined $15 and the cost of prosecution and, in default of payment thereof, shall be committed to the Bucks County Prison for a term not exceeding five days.
Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIII (§ 164-52), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XIV (§ 164-53), attached to and made a part of this chapter.
No person shall bark a vehicle upon any of the streets or parts of streets described in Schedule XV (§ 164-54), attached to and made a part of this chapter, during the hours specified in said schedule, on any day except Saturdays, Sundays and holidays.
No person shall park a vehicle or allow the same to remain parked upon any of the streets or parts of streets described in Schedule XVI (§ 164-55), attached to and made a part of this chapter, between the hours specified, for longer than the time indicated in said schedule.
It shall be unlawful for any person to park any vehicle or to allow the same to remain parked in any special purpose parking zone established in Schedule XVII (§ 164-56), attached to and made a part of this chapter, except as specifically provided for such zone.
Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs; provided, however, that it shall be the duty of the police officers and of parking enforcement personnel of the Township to report all violations of any provision of this article, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle that if he will report to the office of the Chief of Police and pay the sum of $5 within 72 hours after the time of the notice, or if he will place the sum of $5, enclosed within the envelope provided, in any of the special parking fine boxes installed at various locations within the Township, that act will save the violator from prosecution and from payment of the fine and costs prescribed in the first sentence of this section.
