The Director of Public Works shall:
A. Submit to the Council a monthly report of all work
performed and services furnished as well as inspections made during
the previous month.
B. Submit to the Council his recommendations for budget
appropriations for the ensuing year.
C. Recommend for approval the expenditure of all funds
by voucher chargeable against all areas of the budget that fall within
the jurisdiction of the Department.
D. Receive all complaints from residents and taxpayers
of the Borough relating to the operations under his jurisdiction,
investigate same, take corrective action, and report results to the
appropriate standing committee.
E. Supervise the operation, maintenance and repair of
any Borough-owned equipment used in the performance of the work assigned
to him.
F. Set up, keep and maintain all the necessary books,
records, field notes, maps, surveys and similar records necessary
to perform the duties of his office and turn over all of such records
to his successor on the termination of his employment by the Borough.
G. Recommend to the appropriate committee chairman the
need for any repairs and replacements to Borough-owned equipment,
streets, structures, buildings or grounds.
H. Supervise the performance of the work of any personnel
assigned to his jurisdiction.

There shall be a Division of Utilities, which Division will
be in charge of the operation, maintenance, fee collection, and all
other functions having to do with the day-to-day operations of the
water and sanitary sewage collection systems in the Borough of Stone
Harbor. The Division shall be incorporated within and be a part of
the Department of Public Works. The Division of Utilities shall be
under the direction, supervision, and control of the Director of Public
Works.

There shall be a Utilities Collector, who will report to the
Director of Finance. The functions of the Utilities Collector shall
include billing for the utilities and collection of the utility fees
and charges, together with any other duty necessary or appropriate
in carrying out said functions.
The Council may by resolution make such rules
and regulations necessary for the proper regulation of the Department
of Public Works, and when same are adopted by the Council they shall
be known as the "Rules and Regulations for the Governing of the Department
of Public Works" and shall be binding on each member of the Department.
