[Adopted as Sec. 4-25 of the 1982 Revised General Ordinances]
The Borough property between 105th and 106th Streets and between 2nd and 3rd Avenues, referred to as Chelsea Place, has been turned into a park area to be hereinafter designated as Chelsea Place Park.
The following rules and regulations shall be applicable to the Chelsea Place Park and it's parking lot:
A. 
The use of Chelsea Place Park shall be limited to the hours of 8:00 a.m. through 8:00 p.m. inclusive.
B. 
The hours of the parking lot (3rd Avenue side) shall be limited to between 9:00 a.m. and 8:00 p.m. inclusive.
C. 
The following activities in Chelsea Place Park (including the parking lot) are prohibited: Picnicking, bringing dogs into the park, bicycling, skateboarding, hard ball playing (including such games as golf, baseball, handball, squash, soccer, lacrosse and similar), and in-ground games such as horse shoes, lawn darts, croquet and similar. A picnic shall be defined as the eating of food outdoors by two or more people, who gather in a group and spread their food upon the ground, a table or some other device or structure in connection with the consumption thereof.

Any person or association of persons convicted of a violation of the park rules and regulations shall, upon conviction thereof, be subject to the penalties set forth in Chapter 1, Article III, Penalty, of the Borough of Stone Harbor Code.
