Excluded refuse as defined in §
466-1 will not be collected or removed by the Borough, except to the extent otherwise set forth in Article
IV hereof. Such refuse shall be removed at the cost and expense of the person responsible for the custody thereof.
The following acts are hereby declared unlawful.
A. To place or permit to remain anywhere in the Borough
any garbage or refuse in violation of this chapter, or in violation
of any determination or directive made by an authorized Borough official
or employee.
B. To permit to accumulate, or fail to properly place
for removal, garbage or refuse in other than the required receptacles.
C. To permit or allow the accumulation of material classified
as excluded refuse on any lands for more than 24 hours, except excluded
refuse within a container temporarily situated at a building construction
or repair site.
D. To permit the accumulation of dust, ashes, shells,
or other material in a manner capable of being blown by the wind.
E. To deposit excluded refuse in containers or dumpsters
provided by the Borough at various locations.
F. For a private contractor or private individual or
association to spill trash or garbage during the collection process
and fail to adequately clean same within a reasonable period of time.
G. For a store operator or other commercial establishment
operator to make use of the curbside trash receptacles for the deposit
of commercial refuse, it being the purpose of those receptacles to
take trash from pedestrians and other passersby.
H. To violate any other provisions of this chapter or
commit any act prohibited hereby.
