There is hereby established a Department of
Human Resource Services which shall be under the direction and supervision
of the Director of Human Resource Services.
The office of Director of Human Resource Services
is hereby established. The Director of Human Resource Services shall
be a City officer appointed by the Mayor and confirmed by the City
Council. The Director shall serve a term coterminous with the term
of the office of the Mayor. The Director shall be a person who, by
experience, education and training, is qualified to carry out the
duties assigned to the Department of Human Resource Services.
The Department of Human Resource Services, under
the direction of the Director of Human Resource Services, shall have
the following duties, generally:
A. To administratively oversee employment matters, including
recruitment, hiring, employee orientation, civil service classification
and/or certification.
B. To administer employee benefits, including health
insurance, pension, short- and long-term disability and leaves.
C. To support the City Administrator and department heads
in the handling of progressive disciplinary matters.
D. To coordinate employee programs and services aimed
at the retention and professional development of existing personnel,
including counseling, wellness and other employee assistance programs,
as needed.
E. To develop, maintain and provide updated personnel
policies and procedures to align with the City Code, labor contracts
and applicable laws.
The Department of Human Resource Services shall
have such additional personnel as may be necessary, which shall be
supported by the municipal budget. The positions are to be under the
jurisdiction and supervision of the Director of Human Resource Services
and filled by persons who by training or experience are qualified
to carry out the duties assigned to them by the Director of Human
Resource Services.
