In any case where there shall be a violation
of any provision of this Code for which no penalty is specifically
provided by this Code or by state law, the person violating the same
shall be liable to a penalty not exceeding $250 or to imprisonment
not exceeding 15 days, or to both such fine and imprisonment for each
offense.
