There is hereby established a comprehensive zoning plan for the Village of Rye Brook (hereinafter referred to as the "Village"), which plan is set forth in the text, maps and schedules which constitute this chapter. Said plan is adopted for the purposes set forth in Article 16, Chapter
62, of the Consolidated Laws of the State of New York and more particularly for the protection and promotion of public health, safety and welfare in the following manner:
A. Guiding future growth and development of the Village
in accordance with a Comprehensive Plan of land use and population
density that represents the most beneficial and convenient relationships
among the residential, commercial and public areas of the Village,
having regard to their suitability for the various uses appropriate
to each of them and their potentiality for such uses, as indicated
by existing conditions and trends in population, in the direction
and manner of the use of land, in building development and in economic
activity, considering such conditions and trends both within the Village
and with respect to the relation of the Village to areas outside thereof.
B. Providing adequate light, air and privacy; securing
safety from fire and other danger; and preventing overcrowding of
the land and undue congestion of population.
C. Protecting the character and the social and economic
stability of all parts of the Village and encouraging their orderly
and beneficial development.
D. Protecting and conserving the value of land throughout
the Village and the value of building appropriate to the various districts
established by this chapter.
E. Bringing about the gradual conformity of the uses
of land and buildings throughout the Village of Rye Brook through
the comprehensive zoning plans set forth in this chapter, and minimizing
conflicts among the uses of land and buildings.
F. Aiding and bringing about the most beneficial relation
between the uses of land and buildings and the circulation of traffic
throughout the Village; having particular regard to the avoidance
or congestion in the streets and the provision of safe and convenient
traffic access appropriate to the various uses of land and buildings
throughout the Village.
G. Aiding in providing a guide for public policy and
action in the efficient provision of public facilities and services,
and for private enterprise in building development, investment and
other economic activities relating to uses of land and buildings throughout
the Village.
H. Applying a minimum to all areas identified by the
Administrator of Federal Insurance (Department of Housing and Urban
Development) as floodplain areas having special flood hazards.
I. Taking into account floodplain management programs,
if any, already in effect in neighboring areas.
J. Providing that, within the floodplain area having
special flood hazards, the laws and ordinances concerning land use
and control and other measures designed to reduce flood losses shall
take precedence over any conflicting laws, codes or ordinances.

Westchester County Greenway Compact Plan. By
Local Law No. 18 of the Year 2006, the Village of Rye Brook has adopted
the Compact Plan, as amended from time to time, as a statement of
policies, principles, and guides to supplement other established land
use policies in the Village. In its discretionary actions under this
Zoning Code, the approval authority should take into consideration
said statement of policies, principles and guides, as appropriate.
