Every person convicted of traffic infraction for a violation of any provision of this chapter which is not a violation of any provision of the Vehicle and Traffic Law of the State of New York shall, for a first conviction thereof, be punished by a fine of not more than $100 or by imprisonment for not more than 15 days, or by both such fine and imprisonment; for a second such conviction within 18 months thereafter, such person shall be punished by a fine of not more than $200 or by imprisonment for not more than 45 days, or by both such fine and imprisonment; and upon a third or subsequent conviction within 18 months after the first conviction, such person shall be punished by a fine of not more than $300 or by imprisonment for not more than 90 days, or by both such fine and imprisonment.

It shall be unlawful and, unless otherwise declared in this chapter with respect to a particular offense, it is a traffic infraction for any person to do an act forbidden or fail to perform any act required by this chapter.
Every person convicted of a violation of § 230-33 shall be subject to the same penalties as if he had been convicted of a violation of § 1101 of the Vehicle and Traffic Law of the state of New York.
No person shall fail or refuse to comply with any lawful order or direction of any police officer, fire police or flag person duly empowered to regulate traffic within the Village of North Syracuse.
All vehicles operated within the Village of North Syracuse must be in good and safe condition and:
A. 
Be inspected in accordance with the New York State Vehicle and Traffic Law §§ 301 to 308;
B. 
Comply with the equipment standards as outlined in New York State Vehicle and Traffic Law §§ 375 to 384; and
C. 
Be registered in accordance with New York State Vehicle and Traffic Law §§ 401 to 404.
A. 
All persons operating a motor vehicle within the Village of North Syracuse must have a license which is in full force and effect and valid in accordance with New York State Vehicle and Traffic Law §§ 501 to 507. Section 511, Subdivisions 2(a) and 3(a) are not covered by this chapter because they are either misdemeanors or felonies.
B. 
All persons operating a motor vehicle within the Village of North Syracuse will do so in a safe manner.
(1) 
No person driving or in charge of a motor vehicle shall permit it to stand unattended without first stopping the engine, locking the ignition, removing the keys from the vehicle and effectively setting the parking brake.
(2) 
The driver of a vehicle shall not back the same unless such movement can be made with safety and without interfering with other traffic.
(3) 
No person shall drive across or upon a sidewalk, driveway, parking lot or private property or otherwise off a roadway in order to avoid an intersection or traffic control device.
(4) 
Operation of vehicles with safety seats and safety belts.
(a) 
No person shall operate a motor vehicle within the Village of North Syracuse unless all back-seat passengers of such vehicle under the age of four years are restrained in a specially designed seat which meets the standards set forth in CFR 571.213 and which is either permanently affixed or affixed to such vehicle by a safety belt, or, in the case of any other passenger under the age of 10 years, he is restrained by a safety belt approved by the Commissioner of Motor Vehicles.
(b) 
No person shall operate a motor vehicle within the Village of North Syracuse unless all front-seat passengers of such vehicle under the age of 16 years are restrained by a safety belt or, if under the age of four years, in a specially designed seat which is either permanently affixed or affixed to such vehicle by a safety belt as required by Subsection B(4)(a) of this section.
(c) 
No person shall operate a motor vehicle within the Village of North Syracuse unless such person is restrained by a safety belt approved by the Commissioner of Motor Vehicles. No person 16 years of age or older shall be a passenger in the front seat of a motor vehicle unless such person is restrained by a safety belt approved by the Commissioner of Motor Vehicles.
(d) 
For the purposes of this section the definition of a "motor vehicle" is defined in the New York State Vehicle and Traffic Law § 1229-c, Subdivision 4.
(e) 
For the purpose of this section all restrictions, penalties, civil fees, responsibilities, limitations and exemptions found in § 1229-c, Subdivisions 5 to 12, apply to this section.
Any and all points and dollar amount penalties assessed by the Justice Court for any infractions outlined in this chapter will be in accordance with the point assessment and dollar amounts for fines outlined in the New York State Vehicle and Traffic Law.
