A. 
All persons and/or organizations are subject to the following regulations:
(1) 
Requests for building's use are to be submitted to the Town Clerk.
(2) 
The use of building must be approved by the Buildings Committee.
(3) 
Smoking is prohibited in the auditorium, including stage.
(4) 
No alcoholic beverages are allowed anywhere in building.
(5) 
No running in hallways or on stairways.
(6) 
All youth activities are to be adequately supervised.
(7) 
Persons and/or organizations will be responsible for damage.
(8) 
All damages and injuries to buildings and contents are to be reported to Town Clerk within 24 hours.
(9) 
Decorations are not to be hung by tacks or nails.
(10) 
Decorations are to be removed by the hall's user.
(11) 
Cleanup of the building following an event is the responsibility of the hall's user by 12:00 noon of the next day.
(12) 
Kitchen facilities are to be cleaned and put in their proper place when used. No food is allowed beyond the basement area.
(13) 
All trash and garbage is to be placed in proper receptacles.
(14) 
All lights are to be turned off by persons in charge of the event.
(15) 
All windows and doors are to be locked by persons in charge of the event.
(16) 
Profit-making affairs are to pay the custodian fee as provided in Chapter A126, Fees.[1]

Persons or organizations failing to comply with the above regulations will be denied use of the building.
The procedure for attaining use of the Town Hall is as follows:
A. 
The applicant shall:
(1) 
Attain an application blank from Town Clerk.
(2) 
Fill out the application, supplying all information.
(3) 
Hand or mail the application to Town Clerk.
B. 
The Town Clerk shall:
(1) 
Check the application for all information.
(2) 
Check the scheduling calendar for an open date; if the date taken, inform the applicant.
(3) 
Turn the application over to the Building Committee.
C. 
The Building Committee shall:
(1) 
Review the application.
(2) 
Grant approval or disapproval of the application. [Note: If the application is not approved, state reason.]
(3) 
Return the application to the Town Clerk.
D. 
The Town Clerk shall:
(1) 
Notify the applicant by mail or phone as to whether his request has been granted or denied.
(2) 
File the application for future reference.
(3) 
Enter the date on the scheduling calendar.
E. 
The Building Committee shall:
(1) 
Inspect the building for compliance with rules and regulations after the event has been held.
(2) 
Enter any violations on the back of the original application blank for future reference.
(3) 
Inform the responsible person of any damage and/or violation.

Smoking is prohibited in all indoor places of employment of Town employees under the jurisdiction and control of the Town of Rhinebeck except in areas specifically designated for smoking.
Smoking is permitted in an enclosed office occupied by a person who smokes or if it is occupied by more than one person, provided that all persons in that office consent to smoking.
Smoking shall be prohibited in auditoriums, rooms containing photocopy or office equipment used in common and in company vehicles occupied by more than one person unless the occupants agree that smoking may be permitted.
Employee eating areas will contain nonsmoking areas designated by the Town Board to meet employee demand.
Smoking areas will be designated by the Town Board for employees who wish to smoke. Such smoking areas will be clearly marked by a sign reading "Designated smoking area."
The Superintendent of Highways shall designate in the highway garage or other building in which the Town highway employees work a specific smoking area clearly marked by a sign reading "Smoking permitted."
The smoking policy in Town courts shall be promulgated by the Office of Court Administration.
Employees are encouraged to present any concerns to their supervisor and may register a complaint with the County enforcement officer.
A copy of this policy shall be posted upon the Town bulletin board and in each separate building in which Town employees work.
Employees found smoking outside of designated smoking areas will be considered in violation of this policy and may be subject to the penalty prescribed by the State Commissioner of Health.
An agent shall be designated to assist in the enforcement of this policy by notifying employees who are in violation.
