The Mayor shall appoint five residents of the
city to constitute the Public Library Commission. Terms of appointment
shall be four years. The Library Commission shall take over all property,
books and equipment now under control and used by the existing Library
Commission and devote the same to the objects of the Commission.

The Public Library Commission may appoint a librarian or librarians and such other subordinates as the Common Council may prescribe. The Public Library Commission shall have power to make and enforce rules covering the use of the libraries and books. The Common Council is authorized to make suitable appropriations for library purposes in accordance with the provisions of this Act, and the provisions of §
75 of this Act, relative to the purchase of supplies and incurring indebtedness in excess of $1,000, shall not apply to purchases made by the Library Commission, and they may make such purchases from moneys appropriated for library purposes without public advertisement.
