Accumulations of grass cuttings, leaves, manure or other materials which the owner of a one-family dwelling shall intend to reduce to compost for use exclusively upon the premises of the dwelling shall not be considered solid waste and may be stored on the premises by the owner in heaps or piles or within barriers constructed of boards or wire, so long as no noxious odors shall emanate therefrom nor other public or private nuisance be created thereby.
