A. 
The Judge of the City Court, the Chief of the Police Department, the Health Officer and the heads of all other departments and offices authorized to collect public moneys in the name of the City of Middletown, New York, except the Board of Education, by virtue of such office shall, within five days after the close of each calendar month, file with the Treasurer a report of all moneys collected by them during the calendar month next preceding the time of the report.
B. 
Such report shall be in detail and, in addition to showing the source from which such fines, forfeits, license fees and any and all other sums are received, shall be accompanied by a receipt or a copy thereof from the Treasurer evidencing that such sums, less the amounts, if any, which have been deposited as required by law, have been duly received and acknowledged by the Treasurer.

Editor's Note: In addition to the financial reports required herein, on 1-3-1944 the Common Council resolved that it shall be the duty of all municipal boards, commissions, departments and officials to file promptly with the Common Council copies of their reports relating to the activities, functions and operation of their respective branches of the City government and to file with the Common Council within two days after their meetings copies of the minutes of such meetings, as well as any other related information of importance, and also that requests for action on any matter by the Common Council be stated in writing and filed with the Clerk of the Common Council a reasonable time in advance of meetings.

In the event of failure of the head of a department to furnish such report by reason of inability to compile required information in time to file a report on or before the fifth day of the next succeeding month, such officer shall, in lieu of the financial report required, communicate in writing to the Treasurer his /her reasons for his/her inability so to do and shall specify therein the time when such report shall be prepared and ready for submission to the Common Council.

It shall be the duty of the Treasurer to bring to the attention of the Council the reports and communications required under this article at the next regular meeting of the Council following their receipt.
Violation of this article or any part thereof shall constitute a misdemeanor punishable as provided by law.
