In the event of failure of the head of a department
to furnish such report by reason of inability to compile required
information in time to file a report on or before the fifth day of
the next succeeding month, such officer shall, in lieu of the financial
report required, communicate in writing to the Treasurer his /her
reasons for his/her inability so to do and shall specify therein the
time when such report shall be prepared and ready for submission to
the Common Council.

It shall be the duty of the Treasurer to bring
to the attention of the Council the reports and communications required
under this article at the next regular meeting of the Council following
their receipt.
Violation of this article or any part thereof
shall constitute a misdemeanor punishable as provided by law.
