No person or persons except such as shall be appointed or employed for that purpose shall light, extinguish or in any way meddle or interfere with the lamps or gas burners or fixtures which shall be erected or put up for lighting said City, nor shall any person or persons break, bend or in any way or other manner molest or injure said lamps or gas burners or fixtures or lampposts or in any manner molest or interfere with the person or persons appointed or employed to take charge of, light or extinguish said lamps as aforesaid while in the performance of said duties, under the penalty of $250 for each and every such offense.
