It shall not be lawful for any person or corporation to obstruct the free passage of any street in this City longer than five minutes by means of any railroad, car or locomotive except when the same shall be actually moving, under the penalty of $25 for each and every such offense. Obstructions of such streets by the shifting of any car, locomotive or train, or by making up or dividing trains upon or along any of the streets of the City, shall be deemed violations of this article and shall not come within the exception above mentioned.
