A. 
All road pavements shall consist of:
(1) 
A subbase of granular material, referred to as "New York State Specification 304.05, Type 4," installed upon a properly shaped and compacted subgrade which has been checked and approved by the Road Inspector or Town Engineer; the depth of this course shall be a minimum of eight inches for a Class A road, six inches for a Class B road and a common driveway in a DRD.
(2) 
A two-course bituminous-concrete wearing surface shall be installed on all roads and common driveways in a DRD.
B. 
Pavements shall be installed to dimensions shown on the approved subdivision construction plans and details and in accordance with the current New York State Department of Transportation Specifications unless otherwise directed by the Town Engineer.
C. 
The laying of bituminous-concrete pavement will be permitted between April 15 and November 15 when the air temperature is 40º F. or warmer and the temperature of the surface to be paved is 45º F. or higher. Such paving at other times or conditions will require permission of the Town Engineer.
After the subgrade has been properly prepared and approved by the town authority, a subbase course shall be spread evenly thereon so that thickness after compaction shall be eight inches for town and private roads and six inches for common driveways in a DRD. The subbase course shall be thoroughly rolled with an approved roller weighing not less than 10 tons. All high spots shall be eliminated and depressions shall be filled with subbase-course material and rerolled until the required line and grade is obtained in accordance with approved plans and construction details. Subbase course shall be rolled until there is no weaving under the roller. Subbase-course material shall conform to the New York State Department of Transportation Specifications, Item 304-05, Type 4. The entire subbase course shall extend under the shoulder beyond the curb as shown on the construction details.
A. 
After satisfactory completion of the granular subbase course and the approval of the town authority, the wearing surface shall be installed as shown on the construction details and as described in the New York State Department of Transportation Specifications.
B. 
The lower course shall consist of a three-inch minimum compacted depth of asphaltic concrete binder meeting the New York State Department of Transportation Specifications, Item 403.13, Type 3 binder. Material shall be uniformly spread with a mechanical spreader and immediately rolled until satisfactory compaction has been obtained. The roller shall have a minimum weight of 10 tons. Mechanical compacting equipment shall be used on all areas inaccessible to the roller.
C. 
The surface course shall consist of a two-inch compacted depth of asphaltic concrete meeting the New York State Department of Transportation Specifications, Item 403.16, Type 6F, and shall be installed in the same manner as the binder course. The surface course shall be installed a minimum of four months after the binder course in order to permit stabilization. In any case, the binder course shall go through one winter before the surface course is applied, unless otherwise directed by the Town Engineer. See § A174-29, Driveways, for material specifications.
D. 
Prior to the installation of the surface course and in order to ensure a smooth surface, all birdbaths, washboards, and so forth, if present in the binder course, shall be removed by hand placing and leveling using the surface-course mix. If more than one year has elapsed between the installation of the binder course and the surface course, a tack coat may be required on the binder course prior to the installation of the surface course.
E. 
Upon the request of the Town Engineer, the developer shall furnish mix data from the pavement batch plant certifying as to mix supplied.
A. 
On town and private roads bituminous-concrete curbing with a six-inch reveal shall be installed continuously along each side of roadway pavement as shown on the construction details and as described in the New York State Department of Transportation Specifications. On common driveways in a DRD, curbing shall be installed where required by drainage conditions.
B. 
Curbing shall be installed with a curbing machine and shall meet requirements of the New York State Department of Transportation Specifications.
C. 
Prior to placing curb, the surface of the pavement where curbing is to be installed shall be cleaned of all loose and foreign material, thoroughly dried and coated with an asphalt emulsion for tack coat or other approved bitumen, just before arrival of the curb mixture. The tack coat may be omitted if the curbing is installed within five days following installation of binder course.
D. 
After completion of the installation of the curbing, traffic shall be kept at a safe distance from the curb for a period of not less than 48 hours or as otherwise required by the Town Engineer.
