All circuses, street shows, wild west shows or shows of like character,
itinerant vendors of medicines or remedies, whether selling same directly
or indirectly or giving exhibitions for the advertisement of medicines or
remedies for future sale, or the sale of any souvenirs or other merchandise
by persons commonly known as fakirs, either on the streets or other public
places or any lot or public hall situated in the Borough of Paulsboro, County
of Gloucester, State of New Jersey, are prohibited from holding such exhibitions
or sales without first securing a permit or license therefor from the Borough
Clerk.
The Borough Clerk, upon personal application and payment of the fee
hereinafter provided for, shall issue a permit or license, in printed form,
displaying the day or days for which said permit or license is issued. Also,
the name of applicant and describing the nature of the exhibition and the
class of goods to be sold. Said permit shall bear the dale of the day of issue,
also the date of the day of expiration of said permit or license.
All persons commonly known as fakirs, who are granted a permit for the
sale of souvenirs or other merchandise, who desire to have stands in the public
highways of the said Borough, shall establish such stands at places designated
and approved by the Mayor of the Borough or by the Street and Highway Committee.
All persons being granted such permit and having stands along the public highways
in said Borough shall be required to leave their respective stands or places
in as neat and clean a condition as at the time of taking possession, and
upon failure to do so, the permit or licenses so granted to him or them may
be revoked.

Any person or persons applying for and being granted a permit or license
under the provisions of this ordinance shall pay to the Borough Clerk for
the use of the Borough a license fee of $50.

No permit or license mentioned in the ordinance to which this is a supplement
shall be granted by the Borough Clerk until the application therefor shall
have been approved by the Council of the Borough of Paulsboro.
Any person or persons violating the provisions of this ordinance shall
upon conviction be punished by a fine not exceeding the sum of $100, at the
discretion of the officer before whom such offender may be brought, and in
default of the payment of said fine by the said offender, the said officer
may commit said offender to the county jail, in his discretion, for a period
of not exceeding 30 days.
This ordinance shall take effect immediately, and all ordinances conflicting
with the provisions of this ordinance shall be and the same are hereby repealed.
