As used in this ordinance, the following terms shall have the meanings indicated:
TRAILER or CAMP CAR
Any vehicle, whether self-propelled or otherwise, used or intended to be used as a conveyance upon the public streets or highways, whether licensed as such or not, and so designed, constructed, reconstructed or added to by means of accessories or otherwise in such manner as to permit the occupancy thereof as a permanent or temporary dwelling or sleeping place for one or more persons, and having no foundation other than wheels, jacks or skirtings, so arranged as to be integral with or portable by said trailer or camp car.
Except as hereinafter provided, it shall be unlawful for any person, firm or corporation to park or place, either permanently or temporarily, any trailer or camp car on any street or highway in the Borough of Paulsboro or upon any premises whatsoever within the limits of the Borough of Paulsboro for a period longer than 24 hours, except for the purpose of making repairs or storage, and any such trailer or camp car undergoing repairs or being stored shall not, during said 24 hours or during such period of repairs or storage, be used by any person or persons as a sleeping place or dwelling.
No person shall engage in the business of conducting or operating a camp for trailers or camp cars within the limits of the Borough of Paulsboro, and all such trailer parks, trailer camps and camp parks are hereby prohibited.
Any person who shall have used or occupied a trailer or camp car for temporary or permanent living quarters prior to April 3, 1951, shall be privileged to continue the use thereof, provided that the owner of every trailer or camp car permitted in the Borough under this section shall provide such water and sewer facilities as are required by the Paulsboro Board of Health, and that provisions shall also be made by the owner for the proper disposal of garbage and waste in accordance with all regulations established in the Borough.
This ordinance shall not apply to or affect traveling carnivals, circus acts or organizations or groups of a similar character which shall enter the Borough after having received written authority from the Mayor and Council; provided that a portion of the receipts and money earned by such traveling carnivals, etc., is turned over to a fire company, religions group, veterans organization or other civic enterprise in the Borough of Paulsboro.
Any person, firm or corporation violating any of the provisions of this ordinance shall, upon conviction thereof, be subject to a fine not exceeding the sum of $200 or imprisonment for not more than 90 days, or both, in the discretion of the Judge of the Municipal Court.
All ordinances or parts of ordinances inconsistent with this ordinance are hereby repealed, and this ordinance shall take effect immediately upon final passage and publication as required by law.
