It shall be the duty of the owner of every building or dwelling house now or hereafter erected in any street in the Town to apply to the Department of Municipal Services for the proper number of said building or dwelling house and shall, within 30 days from the time they receive notice of the designated number, cause such number to be placed in some conspicuous place on such building or dwelling house so as to be readily visible from the street. The number(s) shall be a minimum of three inches in height so as to be visible and shall be located below the outside light or on a more prominent place, if any. If any structure is accessible from both a street and an alley, then the owner of the structure shall cause such number to be placed in conspicuous places on such structure so as to be readily visible from the street and alley. All numbers shall be procured, constructed and affixed at the property owner's expense.
The Municipal Engineer is hereby authorized to renumber the buildings or dwelling houses on any of the streets in the Town upon giving notice to the owners thereof. The Municipal Engineer shall notify the owners of such buildings or dwelling houses of the change in numbers and advise said owners that they must, within 30 days, cause such new number to be placed in a conspicuous place on the building in accordance with § 396-1.
The Department of Municipal Services shall be the enforcing agency. Any person or entity who shall violate or fail to comply with the provisions of this chapter shall pay a penalty not to exceed $50, and each 30 days such violation exists shall constitute a separate offense.
