There shall be a Board of Health which shall consist of five members
appointed by the Mayor with the advice and consent of the Council. Members
shall be appointed for a term of three years, except that their terms of office
shall be staggered by reason of their original appointments, and that the
terms of no more than two members shall expire in each year. Appointments
to fill vacancies shall be made in the same manner as original appointments,
and all such appointments shall be for the unexpired term only.

The Board of Health shall organize annually on the last Monday of January
and shall elect a President, Vice President and a Secretary and appoint a
Health Officer and Public Health Nurse and such other officers or employees
as the Board may deem necessary, all of whom shall hold office for one year
unless otherwise specified in the election or the appointment for a designated
longer or shorter period.
Officers of the Board of Health shall have duties as set forth in this
section.
A. President. The President shall preside at all meetings
except as otherwise provided by parliamentary rules. Any special committees
deemed necessary shall be appointed by the President. The President shall
represent the Board in all judicial matters except when the Board is in actual
session, at which time a majority vote shall govern judicial action.
B. Vice President. The Vice President shall act in the absence
of the President.
C. Secretary. The Secretary shall keep the minutes of all
meetings and conduct all direct correspondence of the Board. He shall report
at each regular meeting the authorized expenditures during the past month
and the budget balance available.
D. Health Executive.
(1) The Health Officer shall attend all meetings of the Board.
He shall exercise all executive matters of the Board, enforce all laws relating
to the health of the people under the jurisdiction of the Board, enforce the
provisions of the New Jersey State Sanitary Code and the provisions of these
chapters, and whatever other duties the Board may delegate. When the Board
is not in actual session, any order issued by him shall have the same force
and effect as if issued by the Board.

(2) If emergencies arise not covered by these provisions
in which immediate action is necessary, the Health Officer shall use his discretion
pending action by the Board at a regular or special meeting.
(3) He shall render a written report or reports at each regular
monthly meeting covering the activities of his office, including the work
of the Sanitary Inspector(s), Registrar, Nurse and whatever other employees
are under his supervision. The report or reports shall cover the previous
month(s) report(s) in which the regular meeting is held.

E. Registrar of Vital Statistics.
(1) The Registrar of Vital Statistics shall keep all such
records of births, deaths and marriages as are required by the state laws
and shall make returns of same upon proper forms to and in such manner as
prescribed by the Department of Health of the State of New Jersey. The Registrar
shall be liable for failure in making such reports.
(2) There shall be a Deputy Registrar of Vital Statistics
appointed by the Registrar. In the absence of the Registrar, he shall assume
the duties of the office of Registrar, and shall perform such other duties
as may be required of him by the Registrar.
F. Other health officials. The Sanitary Inspector, Registrar
and Public Health Nurse shall make monthly reports, having them in the executive
office in ample and sufficient time that the Health Officer may incorporate
them in or with the monthly report to the Board. The reports shall cover the
previous month(s) in which the meeting is held.
