Every duly authorized appointed Town official
or agent shall attach to any vehicle found to be in violation of this
chapter a notice to the owner thereof that such vehicle has been in
violation of the provisions of this chapter and instructing such owner
to report to the office of the Town Clerk during regular office hours
thereof in regard to such violation. Each such owner may, within 48
hours of the time when such notice was attached to such vehicle, exclusive
of Sundays and legal holidays, pay at the office of the Town Clerk,
as a penalty and in full satisfaction of such violation, the sum of
$5. The failure of such owner to make such payment upon such conditions
shall render the owner subject to the penalty thereinafter imposed.
Any duly authorized appointed Town official or agent shall take said
notice to a duly authorized and appointed District Court of Maryland
for Carroll County for the purpose of having a warrant for the arrest
of such owner issued and for the setting of an amount of collateral
to be posted. In the event such owner does not pay said collateral,
he or she shall be subject to the penalties of fine or imprisonment,
or both, as provided in this article with respect to the provision
which has been violated.
Provisions exempting the limited parking restriction
for those residents of limited parking zones are established provided
that the following rules and regulations shall be complied with:
A. The residence must be located within the limited parking
zone.
B. The owner applying for exemption(s) must provide proof
of residency.
C. The exempted vehicle(s) must display Maryland registration
plates.
D. Exemption stickers, provided at no cost by the Town,
shall be affixed to the inside of the windshield, lower right-hand
corner (passenger's side).
E. Only two exemptions shall be allowed per residence.
F. Exceptions may be made administratively for properties
containing frontage which could accommodate more than two vehicles.
No person shall park a vehicle on any street
in such a manner that the vehicle shall constitute an obstruction
to the free flow of traffic upon the street.

The violation of any of the provisions of Articles
II and
III of this chapter is declared to be a municipal infraction. The penalty for violation shall be $50 for each initial offense and $150 for each repeated offense.
