A. The Leadman of the Department of Municipal Services
shall perform all the duties of the Superintendent of the Department
of Municipal Services in his absence.
B. The Leadman will act in a supervisory capacity on
all jobs assigned and will be directly responsible to the Superintendent
of the Department of Municipal Services for the progress of the work
that has been assigned to him.
C. The Leadman, as well as the Superintendent of the
Department of Municipal Services will be responsible for making monthly
reports to the Commissioner of the Department of Municipal Services
and the Mayor. These reports will contain the following information:
a written evaluation of each employee of the Department of Municipal
Services as to their productivity, personal attitude towards duties
assigned, days out sick, days on vacation and overall attitude about
the Department.
D. The Superintendent of the Department of Municipal
Services and the Leadman shall meet on Thursday or Friday of each
week to cooperatively plan out a tentative work schedule for the following
week. This will allow the Leadman to have a reasonable knowledge of
the total work picture so that he can adequately supervise the work
in the absence of the Superintendent of the Department of Municipal
Services.
E. The maintenance of all Borough-owned property, such
as the parks, playgrounds and baseball fields and the exterior condition
of all the Borough-owned buildings, will be under the direct supervision
of the Borough Leadman. His duties will include but shall not be limited
to the care of all the equipment boxes, trash containers, bleachers,
dugouts, backstops, fences, playground equipment, basketball poles
and backboards.
(1) The Leadman will be responsible for submitting in
writing to the Superintendent of the Department of Municipal Services
and the Commissioner any request for materials or supplies that he
feels are necessary for the carrying out of the above-mentioned duties.
(2) The Superintendent will have the responsibility of
providing the Leadman with at least two men during the time period
of April 1 through October 1 of each year, whose primary responsibility
will be the performance of those duties which will keep these areas
in a safe and satisfactory condition.
(3) The Superintendent will also provide the Leadman with
a pickup truck for his use at all times and any other trucks or equipment
that are needed to carry out the above-mentioned duties.
(4) The Superintendent of the Department of Municipal
Services and the Leadman shall submit a proposed budget that they
feel will provide them with the necessary equipment and materials
to maintain these facilities in their proper safe condition.
If either the Superintendent or the Leadman
is to be absent for any working day, he must notify the other party
prior to 6:30 a.m. of that day or, if possible, at any time on the
preceding day.
