A. Solid waste shall include any and all refuse and trash
including furniture (except metal) but shall not include recyclables,
including white goods (washers/dryers, etc.).
B. Refuse shall be disposed of in containers not exceeding
32 gallons.
C. Items which cannot be placed in garbage containers,
such as large boxes, furniture, etc., can be placed curbside.

The removal of debris and other building materials
resulting from construction of new buildings or alteration of existing
buildings shall be the responsibility of the contractor performing
the work for the individual homeowner. No such material shall be collected
by the Department of Municipal Services nor the Borough's sanitation
contractor.
A. Disposal
at curbside prohibited; disposal arrangements. A contractor shall
not dispose of construction debris, including roofing shingles, etc.,
at curbside but shall arrange to have said debris removed from the
site and disposed of in a legal manner.
B. Monitoring
by Building Department. The Building Department of the Borough of
Emerson shall monitor and control removal of construction debris from
the site.
C. Nonapplicability.
This restriction shall not apply to repairs of the structure where
same is done solely by the homeowner without outside contractors,
subcontractors or employees.

Any person, firm or corporation violating any
of the provisions of these regulations or any order promulgated hereunder
shall first receive a written notice of the violation, which may be
served personally upon the occupant of the premises or by certified
mail or be left at the premises in such a manner and at such a location
as is reasonable to believe that the notice would be received by the
occupant. Said notice shall constitute and contain a warning that
any subsequent violation of that part of this chapter or any other
part will subject said person, firm or corporation to a fine of not
less than $300 nor more than $1,000.

A. Covered solid waste containers shall be placed curbside
or along the line of the respective property or borough's right-of
way in such a manner that it does not obstruct pedestrian or vehicular
traffic nor pose a nuisance or danger on the days when the collection
of solid waste and garbage is to be made. The Code Enforcement Official
shall have the authority to designate more precise curbside collection
points. Such containers as are reusable shall be removed from street
sight by 9:00 p.m. on the day of collection.

B. No covered containers or their contents shall be placed
curbside or along the property line or borough right-of-way for collections
prior to 6:00 p.m. of the day before such materials are to be collected.

C. The hours of solid waste collection shall be from
7:00 a.m. until dusk and shall apply both to public and private collections.
