Electors of the Municipality shall have the authority to initiate action of the municipal government by petition.
A. 
Petitions under this article shall be directed to Council and may request adoption of an ordinance or resolution or contain a request for specific action. The petition shall contain the exact wording of any proposed ordinance or resolution or a concise description of the action requested.
B. 
Petitions shall be signed by 10% of the registered electors of the Municipality at large, or 5% of the registered electors from each Ward of the Municipality.
C. 
Every elector signing a petition shall add to the signature, the place of residence and the date of signing.
D. 
Petitions shall be verified by an oath or affirmation of one or more of the signers thereof, taken and subscribed before a person qualified under the laws of Pennsylvania to administer an oath, to the effect that the petition was signed by each of the signers thereof in their proper handwriting, that the signers are to the best knowledge and belief of the affiant, registered electors of the Municipality, and that the petition is prepared and filed in good faith for the sole purpose of requiring action of the Council as stated in the petition.
E. 
All signatures of the petition shall be obtained within a ninety-day period prior to submission to Council.
Petitions shall be submitted to the Mayor and Council at any monthly business meeting.
Council shall act on the subject matter of the petition at the next regular monthly meeting of Council and shall act by voting to adopt or reject the proposed ordinance or resolution or to accept or reject the proposed specific action.
All rights of initiative, referendum and petition granted to the people by the Pennsylvania Constitution and the Acts of the General Assembly shall remain unabridged.
