All definitions shall be as defined in the latest edition of the "National Electrical Code" National Fire Protection Association (NFPA 70) as referenced by the current Labor and Industry Pennsylvania Act 45.[1]

A. 
Compliance with the requirements of the National Electrical Code (NFPA 70) shall be considered sufficient evidence of safe electrical installation. All wiring and equipment shall be inspected and approved by a Monroeville Approved duly qualified inspector before electrical service is supplied. The minimum required inspections shall be:
(1) 
Service inspection shall be performed as to the requirements of the National Electrical Code (NFPA 70) and the appropriate utility service provider before power is supplied.
(2) 
During installation: During the installation of electrical systems and equipment, an approved inspection agency shall make inspections to insure compliance with the National Electrical Code.
(3) 
Before concealing work: Work in connection with an electric system shall not be covered or concealed until it has been inspected by a Monroeville approved inspector and permission to conceal has been approved.
(4) 
Final inspection and test: Upon completion of the work, Monroeville approved inspector shall inspect the work and cause tests to be made of the installation and operation of the entire system to insure compliance with all requirements of the National Electric Code.
(5) 
Any other inspection as deemed necessary by the Monroeville Building Department or Fire Official. When deemed necessary by the appropriate code official, electrical service to the hazardous installation or equipment may be ordered to be terminated until such time as the hazardous condition is alleviated or corrected.
B. 
The required inspections as detailed above shall be evidenced by the placement of a permanently affixed placard placed on the inside door of the service disconnecting enclosure. Said placard shall detail the type of inspection and contain the date and name of the approved inspector (both printed and written). Further evidence of the inspections shall be in the form of municipal cut-cards submitted, via mail or electronically, to the Monroeville Building Department a minimum of each 30 days by each approved inspection agency for each inspection performed within the Municipality. Failure to placard or submit municipal cut-cards will cause the Municipality to withdraw said agencies or inspector's inspection approval. Failure to comply with this chapter will cause the Municipality to withdraw said agencies or inspector's inspection approval.
The Municipality requires the following conditions to be met by any person, firm agency or corporation (herein called "Agency") before recognition acceptance and/or approval will be given by the Municipality to such agency's inspection reports:
A. 
Each agency or inspector wishing to perform inspections within the Municipality of Monroeville shall, by December 31 of every year, submit an application in the form required by the Monroeville Building Department, stating their intent to conduct inspections within Monroeville for the coming year. Each application shall be accompanied by a fee of $100 per agency and an additional $25 per inspector named to perform inspections in Monroeville. Inspectors shall meet the qualifications as set forth in § 187-4 of this chapter. Inspections performed by nonregistered inspectors shall not be accepted by the Municipality.
B. 
Agency carries and furnishes the Municipality with certificates of insurance to be in effect and expiration dates, and agrees to give 30 days' written notice in advance of change in or cancellation of such insurance coverage. The minimum required insurance shall be:
(1) 
Workmen's compensation insurance as required by Pennsylvania law.
(2) 
General comprehensive liability insurance, providing limits of not less than $3,000,000 combined single limit per occurrence for bodily injury and death and for property damage for agencies wishing approval for inspection of commercial properties and structures.
(3) 
General comprehensive liability insurance providing limits of not less than $1,000,000 combined single limit per occupant for bodily injury and death and for property damage for agencies wishing approval for inspection of residential single-family (R-4) properties and structures.
(4) 
Comprehensive automobile liability insurance (including owed, non-owed, and hired vehicles), providing limits of not less than $500,000 combined single limit per occurrence for bodily injury and death and including property damage.
(5) 
Excess liability coverage providing limits of not less than $5,000,000 each loss/aggregate for those inspectors or agencies wishing approval for inspection of commercial properties and structures.
(6) 
Excess liability coverage providing limits of not less than $2,000,000. Each loss/aggregate for those agencies wishing approval for inspection of residential single-family (R-4) properties and structures.
(7) 
Errors and omissions liability coverage providing limits of not less than $1,000,000 per occupant for all inspectors or agencies wishing approval for inspections of any category.
A. 
All inspectors performing inspections within the Municipality of Monroeville must have obtained or passed the National Certification Program for Construction Code Inspectors, Test 2A, Electrical One- and Two-Family Dwelling, Test 2B, Electrical General, Test 2C, Electrical Plan Review. The category of certification shall determine the inspections permitted to be performed by that inspector or agency. Inspectors certified only in 2A, One- and Two-Family Dwelling Category, may only perform inspections of one- and two-family dwellings (R-4) as defined in the Pennsylvania Uniform Construction Code (Act 45).[1]

B. 
Inspectors certified in the 2A, One- and Two-Family Dwelling Category, and 2B, Electrical General, may perform inspections of deemed not to be of a specialized nature by the Monroeville Building Department. Structures of a specialized nature shall be those as detailed in the current referenced Act 45 edition of the National Electrical Code (NFPA 70).
C. 
Inspectors wishing to perform inspection of specialized structures must be certified in the 2B, Electrical General, and the 2C, Electrical Plan Review, categories of the National Certification Program for construction code inspectors. In order to perform specialized inspections, a detailed plan review analysis of the proposed work must be submitted to the Monroeville Building Department by the inspector or agency before commencing any inspection.
A. 
Agency requires all electrical installation to meet the standards of the National Electrical Code, (NFPA 70), state regulations, regulations of the public utility service provider and the regulations of the Municipality of Monroeville.
B. 
The agency shall, within 30 days of adoption of this chapter, upon hiring, and by December 31 of each year, submit the names of all inspectors and certify that they are qualified to conduct inspections. Certifications to conduct inspections in a desired category shall be evidenced by submitting a copy of the National Certification Program for construction code inspectors test pass/fail score report sheet to the Monroeville Building Department. Inspectors shall be approved to inspect only those categories as detailed in § 187-4 of this chapter in which they have received a "pass" score.
C. 
Agency shall not approve electrical installations which are deemed by another inspection agency to be in violation of applicable codes rules and/or ordinances unless such violations have been corrected by qualified personnel and the corrective action has been certified to the Monroeville Building Department by the original inspection agency.
D. 
The Municipality of Monroeville Building Department shall be promptly notified in writing when new inspectors are hired and/or when inspectors leave the employ of the agency.
E. 
Agency and all its inspectors must be familiar with the codes, regulations and ordinances referenced in this chapter and shall be available for answering customer and contractor questions and for code interpretations concerning electrical installations.
F. 
Inspector may not inspect his/her own work or work of anyone having business relationship with inspector, agency or other agency employees.
G. 
Agency shall not represent itself or its employees to be, nor shall individual inspectors be permitted to represent themselves as agents or employees of the Municipality of Monroeville or in any way affiliated with or acting on behalf of the Municipality of Monroeville.
H. 
Each inspector shall follow up and assure final inspection of all new construction and major electrical modifications or additions within 12 months of first inspection, or upon completion in the event construction extends beyond 12 months.
I. 
Agency shall maintain local office in or near the Municipality and provide local supervision for field inspectors. The Municipal Building Department shall establish rules to enforce this section.
J. 
Agency shall furnish the Monroeville Building Department with written reports of inspections a minimum of each 30 days and shall maintain record of its inspections at its local office for three years and keep a permanent record at its home office location and annually submit the report as required by § 187-2 of this chapter to the Municipal Building Department.
K. 
An approved inspector or agency shall annually and upon change, submit a fee schedule to the Monroeville Building Department.
L. 
Inspection approval may be withdrawn by the Municipality at any time upon evidence that an agency does not comply with the above conditions.
In all structures in which electrical circuits or conductors, low or high voltage, are deactivated (other than temporarily), such deactivated circuits or conductors shall be removed from the structure. All work shall conform to the National Electric Code (NFPA 70).
A municipal approved inspector or agency shall have authority to enter any building, structure, or premises within the Municipality of Monroeville at any and all reasonable times for the purpose of making inspections as provided for in this chapter.
Any person firm or corporation inspector or agency who violated a provision of this chapter or who fails to comply with any of the requirements thereof shall be guilty of a summary offense, punishable by a fine of not more than $500 or by imprisonment not exceeding 60 days or both such fine and imprisonment. Each day that a violation continues shall be deemed a separate offense. Said violation may be cause to have installation and/or inspection approval withdraw by the Municipality of Monroeville for a time period as determined by Municipal Council.
Any ordinance or part of any ordinance which may conflict with the provisions of this chapter shall be, and the same is, hereby repealed insofar as the same may conflict with the provisions of this chapter.
If any sentence, clause, section, or part of this chapter is for any reason found to be unconstitutional, illegal or invalid, such unconstitutionality, illegality, or invalidity shall not affect or impair any of the remaining provisions, sentences, clauses, sections or parts of this chapter. It is hereby declared as the intent of the Municipality that this chapter would have been adopted had such unconstitutional, illegal or invalid sentence, clause, section or part thereof not been included herein.
