The following shall be prohibited in the entire Municipality
of Monroeville as follows:
A. The operation of airports, runways, taxiways, landing fields or landing
zones for aircraft and the takeoff and the landing of any aircraft
shall be prohibited between the hours of 11:00 p.m. and 7:00 a.m.
prevailing time.
B. The operation of sanitary landfills as recognized by the Pennsylvania
Department of Environmental Resources and the Municipality of Monroeville
shall be prohibited between the hours of 6:00 p.m. and 6:00 a.m. prevailing
time every day and shall be prohibited absolutely on New Year's Day,
Memorial Day, July 4, Labor Day, Thanksgiving Day and Christmas Day,
Easter Sunday and all Sundays. This prohibition shall prevent any
and all activity within the boundaries of any sanitary landfill during
the prohibited periods.
Section
263-4 of this article shall not be applicable in emergency situations where there is no immediate threat of loss of life or property.

Airports within the Municipality of Monroeville shall be required
to comply with the following safety regulations:
A. All accessways to the airport, excepting the main entrance or driveway
leading into the airfield, shall be barricaded or fenced in a manner
sufficient to prevent any entry of unauthorized persons on the airfield.
B. Airports shall at all times be maintained in a proper and satisfactory
manner conforming to all statutes and regulations.
C. VFR traffic patterns and entry points will be flown in the presently
existing airport in accordance with the traffic pattern procedures
shown on the diagram attached hereto as Exhibit A and made part hereof.
D. Touch and go landings are prohibited unless under the supervision
of a certified flight instructor.
E. All takeoffs, except for touch and go, will be commenced at the extreme
end of the runway.
F. Any flight over the existing airport at traffic pattern altitude
or below is prohibited, except in the case of an aborted landing.

Any property owner who shall permit his property to be used to violate §
263-4 of this article or who shall cause or direct others to violate §
263-4 of this article and any airport operator who shall cause or direct others to violate §
263-4 of this article and any aircraft operator who shall violate §
263-4 of this article shall severally, upon summary conviction thereof before any District Justice, pay a fine for each such violation of a sum not exceeding $600, together with the costs of prosecution, and, upon failure to pay such fine and costs, shall be confined to the Allegheny County Jail for a period not exceeding 30 days. Failure to comply with §
263-6 of this article shall, upon notice, result in the closing of any airport in violation.
