It is the intent of this chapter to create a nonsufficient funds fee to be imposed upon any person who tenders payment for any fees, fines or costs via a check to any department or office of the Borough of Norristown which is returned to the Borough of Norristown due to nonsufficient funds.
For the purposes of this chapter, the following definitions shall apply:
- DEPARTMENT or OFFICE
- Includes but is not limited to Code Enforcement, the Department of Public Works, the Department of Public Safety, Building Inspection, the Department of Finance, the Department of Planning and Municipal Development, the Mayor's office, the Norristown Police Department and/or the office of the Administrator, and any part thereof.
- Includes all fees, costs and/or fines paid by any person to any department or office of the Borough of Norristown.
- Includes associations, clubs, corporations, firms and partnerships, as well as all individuals.

There shall be imposed upon any person who tenders a check as payment to any department or office of the Borough of Norristown which is returned for nonsufficient funds a fee of $50.
