It is the legislative purpose of this chapter to enact rules and regulations
to protect the public health and to provide for the comfort of all parties
by controlling smoking in certain public places at public meetings and in
certain workplaces on borough-owned or -controlled property.
As used in this, chapter, the following terms shall have the meanings
indicated:
PUBLIC PLACE
An enclosed indoor area owned or operated by the Borough of Norristown
and used by the general public, including any office, auditorium, entry and
exit areas and/or meeting room.
SMOKING
Being in possession of a lighted cigarette, cigar, pipe or other
lighted smoking equipment.
WORKPLACE
An enclosed office, space and/or area used by public employees for
work, lunchroom facilities, meeting rooms or other areas used by public employees
and not open to the public.
Smoking is prohibited in a public place or at a place of meeting. Signs
shall be posted to inform the public where smoking is prohibited.
The Borough Administrator shall develop, post and implement a policy
to regulate smoking in the workplace, lunchroom area or other areas of the
borough buildings where borough employees work or perform their duties.
