It shall be unlawful for the owner of any domestic animal to permit
said animal to run at large at any time within the limits of the Township
of Patterson. For the purpose of this section, any domestic animal not restrained
by leash or by other suitable means when said domestic animal is not upon
the premises of the owner thereof shall be considered to be running at large.
It shall be unlawful to keep at any place within the limits of the Township
of Patterson any dangerous or vicious animal or any animal inflicted with
a contagious or infectious disease when, in the opinion of the appointed Dog
Officer of the township, said animal, by reason of its disposition or state
of health, constitutes a clear and present danger to the health, safety and
welfare of any person or property.
It shall be unlawful for any person or property owner to permit more
than three (3) dogs to be kept and maintained within the confines of the household
of a family or more than two (2) domestic animals to be kept on a parcel or
property outside of the confines of the household, except that this provision
shall not apply to kennels regulated by state law.
It shall be unlawful to keep or harbor within the limits of the Township
of Patterson any domestic animal which disturbs the peace by loud noises at
any time of the day or night.
Any animal found running at large in the township disturbing the peace, as set forth in §
63-5 hereof, or inflicted with a contagious disease is hereby declared to be a public nuisance and may be abated in the manner provided by law.
Any person violating any provision of this Article shall, upon conviction
before a District Justice of this county, be sentenced to pay a fine not exceeding
six hundred dollars ($600.) plus the costs of prosecution and, upon failure
to make payment of such fine and costs, shall be subject to a period of imprisonment
in the county jail not exceeding thirty (30) days.
If any provision of this Article shall conflict with any provision contained in Chapter
190, Zoning, the provision in Chapter
190, Zoning, shall control.
