It shall be unlawful for any person to place,
deposit or permit to be deposited in an unsanitary manner on public
or private property within the Township of Patterson, or in any area
under the jurisdiction of Patterson Township, any human or animal
excrement, garbage or other objectionable waste.
It shall be unlawful to discharge wastewaters
without an NPDES permit to any natural outlet within the Township
of Patterson or in any area under its jurisdiction. Wastewater discharges
to the Patterson Township Municipal Authority's wastewater facilities
are not authorized unless approved by its Manager in accordance with
the provisions of this Part 2.
Except as provided for in this Part 2, it shall
be unlawful to construct or maintain any privy, privy vault, septic
tank, cesspool or other facility intended or used for the disposal
of wastewater.
The owner of any house, building or property that is used for human occupancy, employment, recreation or other purposes under the jurisdiction of this Part
2, and abutting on any street, alley or right-of-way in which there is or may be located a wastewater sewer connected to a treatment facility utilized by the Patterson Township Municipal Authority, is required, at the owner's expense, to install suitable toilet facilities therein and to connect such facilities directly to the proper sewer in accordance with the provisions of this Part
2 within 90 days after the date of official notice to do so, provided that the proper wastewater sewer is within 150 feet of the property line. This section shall not apply to any person served by a privately constructed, owned, operated and maintained wastewater sewer and wastewater treatment facility which discharges directly to a natural outlet in accordance with the provisions of this Part
2 and applicable state and federal laws.
