No subdivision of any lot, tract or parcel of
land shall be affected; no grading of the property shall be commenced;
no street, sanitary sewer, storm sewer, water main or other facilities
and public utilities in connection therewith shall be constructed,
opened or dedicated for public use or travel, or for the common use
of occupants of buildings abutting thereon, except in strict accordance
with the provisions of this chapter.
No lot in a subdivision shall be sold; no permit
to erect, alter or repair any building upon land in a subdivision
shall be issued; and no building shall be erected in a subdivision,
unless and until a subdivision plan has been approved and recorded,
and until the improvements required by the Board of Commissioners
in connection therewith have either been constructed or guaranteed
as hereinafter provided.
