The annual salary of the City Controller shall be two thousand six hundred dollars ($2,600.), which shall be paid in installments.

The City Treasurer, by virtue of his office, shall be the collector of all the City taxes assessed or levied in the City and shall perform the duties prescribed in and be subject to the provisions of Sections 2501 through 2562 of the Third Class City Code, as amended.[2] The City Treasurer shall be qualified and have the powers and duties as prescribed in Sections 1401 through 1408 of the Third Class City Code, as amended.[3]

A. 
The salary of the City Treasurer shall be two thousand five hundred dollars ($2,500.) as compensation for the position of City Treasurer.
B. 
The salary as Collector of Taxes for the three (3) taxing districts shall be fixed by the taxing bodies: i.e., the City of Pottsville, the School District of Pottsville Area and the County of Schuylkill.
The City Treasurer shall give lawful fidelity bond to Pennsylvania for the use of the City of Pottsville, the County of Schuylkill and the Pottsville School District, with a surety, by a surety company authorized by law to act as surety, to be approved by Council, which bond shall be conditioned as follows:
A. 
As City Treasurer, he shall honestly and faithfully discharge his official duties and keep and pay over all public moneys entrusted to his care.
B. 
As Tax Collector for the City, he shall account for and pay over all moneys received by him as City taxes and account for all City tax items contained in the City duplicates delivered to him during his term of office which remain uncollected, as required by law.
C. 
As Tax Collector for the County of Schuylkill and the Pottsville School District, he shall truly perform his duties and pay over all taxes, penalties and interest collected to the respective taxing authorities entitled thereto and account for the whole amount of taxes charged and assessed in the duplicates which shall be delivered to him by the taxing authorities of the county and the school district during his term of office by payment over of all county and school taxes collected, by showing exonerations, by the return of real estate on which county and school taxes remain unpaid or by making out schedules of county and school taxes uncollected upon his county and school tax duplicates, as required by law.
The duties of the Delinquent Tax Collector shall be to render and perform all work and services proper and reasonably necessary for the collection of delinquent City taxes under the direction and supervision of the City Treasurer.

A. 
There is hereby created the position of First Deputy to the Tax Collector of the City.
B. 
The First Deputy shall be appointed by the Tax Collector and shall be directly responsible for and to the Tax Collector and shall perform all duties as directed by the Tax Collector.
C. 
In case of sickness or disability of the Tax Collector, the First Deputy shall have all powers and authority of the Tax Collector.[1]
