The regulations contained in this chapter shall be known and may be cited as the "Subdivision Regulations of the City of Pottsville."
These subdivision regulations have been adopted in order to create conditions favorable to the health, safety, morals and general welfare of the citizens of the city through the provisions of regulations that will ensure the harmonious development of the community.

A. 
The city has jurisdiction and control of land subdivisions within the city limits as authorized by the Municipalities Planning Code, 53 P.S. § 10101 et seq. Hereafter, all plans for subdivisions, as defined in § 197-2, shall be submitted to the Planning Commission and approved by it before they shall be recorded.
B. 
On any proposed subdivision or land development, the City Planning Commission shall transmit a copy of the proposed plot to the County Planning Commission. The City Planning Commission shall defer action on such plot pending receipt of a report on the proposed plot from the County Planning Commission. However, the Planning Commission may proceed to final action if such report is not received within 30 days or within such further time as may be agreed upon by the City Planning Commission.

A. 
No subdivision of any lot, tract or parcel of land shall be effected and no street, sanitary sewer, storm sewer, water main or other facilities in connection therewith shall be laid out, constructed, opened or dedicated for public use and travel or to the common use of occupants of buildings abutting thereon except in strict accordance with the provisions of this chapter.
B. 
All plans for subdivisions shall be submitted to the Planning Commission and approved by it before they shall be recorded.
C. 
The provisions contained herein shall apply to all land within the limits of the city.
