It shall be unlawful for any person or persons to do any act of injury, tampering with, impairment, vandalism, destruction or defacement of municipal flood protection works, including the levees, walls, buildings and any and all property relating thereto, and it is specifically delineated that the posting of bills, as well as lettering of signs or messages, shall be considered within the meaning of the general terms prohibited by this section.
It shall be unlawful for any person or persons to commit an act of theft of any type of flood control equipment from, in, on or about the municipal flood protection works and any and all property relating thereto.
It shall be unlawful for any person or persons to trespass in, over, upon or through any and all flood control property, and it is specifically delineated that no persons shall erect or cause to be erected any private crossings or crosswalks over and upon the concrete wall and levees which bound all parts or portions of said flood control protection works.

Any person or persons violating any of the provisions or sections of this chapter and any person who aids, abets or assists therein shall, upon conviction thereof before the properly constituted authority, be subject to the payment of a fine of not more than $1,000, plus costs of prosecution, as well as any and all costs incurred in the repair or replacement of any and all damages, defacement or theft of portions of said municipal flood control property or works, and, in default of the payment thereof, shall undergo imprisonment in the Northumberland County prison for not more than 90 days, or both.
