[HISTORY: Adopted by the Council of the City of Sunbury 10-25-2021. Amendments noted where applicable.]
The Office of Community Diversity, Equity, and Inclusion is hereby created under the Office of the Executive Branch of the City, and shall report directly to the Sunbury City Council, or to their designee, or to both. Said Office shall be managed by a Director who shall be an employee or resident of the City of Sunbury. Said Director shall be appointed by City Council for a term of two years, and shall serve in said capacity without remuneration, unless otherwise approved and set by City Council. Said Director shall not be limited as to the number of terms in which said office may be held.
Shall include and not be limited to the following:
A. 
The Director of the Office of Community Diversity, Equity, and Inclusion shall have no voting rights with City Council. However, said Director shall be integral to the creation of ideas, programs, ordinances, etc., relative to the duties of said Office as described herein.
B. 
Participates on Citywide projects that strengthen organizational systems to support a diverse workforce; conducts projects to assess organizational readiness and progress on the City's diversity, equity and inclusion initiative; researches, develops, and recommends policies on diversity and multicultural awareness; acts as a resource for departmental policy development; assists with community multicultural events, activities and new programs; assists with integrating diversity, equity, inclusion and multicultural sensitivity into the City's public image and marketing strategies; establishes, promotes and expands the City's outreach to more segments of the community.
C. 
Encourages understanding and goodwill, promotes the elimination of discriminatory practices between and among Sunbury's citizens because of race, religion, national origin, age, sex, disability, ethnicity, sexual orientation, or gender identity; collaborates with these individuals and groups to develop initiatives that advance the goals and objectives of the City of Sunbury; promotes communication and mutual understanding and respect among diverse constituencies and persons in the Sunbury area.
D. 
Works with the local business community in promoting human rights, justice, and diversity in job recruitment and economic development; acts in concert with the City Council in promoting multicultural and multinational business, commerce and economic development prospects for the City.
E. 
Assists to organize community neighborhood associations and serves as liaison between the Sunbury City Council, neighborhood associations and other neighborhood organizations and the administration, presenting to the administration the input and recommendations of the community.
F. 
Administers other tasks as they relate to diversity, equity, and inclusion as may be assigned by the City Council.
G. 
Said Director shall act in an advisory position to the Mayor relative to researching and enhancing nondiscriminatory City police-community relations and outreach efforts, and supporting public awareness regarding City police services, programs, policies and issues of police-citizen public affairs or safety, with the understanding that some of the aforementioned areas of police services and policies cannot be disclosed for purposes of officer, informant, and/or victim safety, and tactical reasons; and, by and through this duty, shall review and make report to the Mayor concerning matters relative to said subjects from time to time.
This chapter shall revoke and replace any prior ordinance(s) relative to the subject hereof adopted by the City of Sunbury.
