The purpose of the OS Open Space District is
to preserve and protect natural amenities; to encourage the development
of land for recreation and conservation purposes; to prevent intensive
use of the City's waterfront properties that are subject to periodic
flooding and poor drainage; to protect watershed areas, natural drainage
channels and watercourses; and to create conditions conducive to carrying
out the purpose of this chapter.
A building may be used, erected or altered and
a lot may be used for any of the following purposes:
A. Public parks, playgrounds, playfields, swimming facilities
and other similar recreational facilities, including refreshment stands
for the seasonal distribution of food and drink.
B. Facilities for conserving natural resources and protecting
waterways, channels and drainageways.
C. Public utility structures and uses, including substations
and water pumping stations.
D. Identification signs, when erected and maintained in accordance with the provisions of Article
XIII.
No building shall be erected to a height in
excess of 35 feet; provided, however, that this height may be increased
one foot for each additional foot that the width of each yard exceeds
the minimum required.
Off-street parking and loading areas shall be provided in accordance with Articles
XIV and
XV.
The following uses shall be permitted only when authorized by the Zoning Hearing Board in accordance with the procedures established in Article
XVI: private recreation facilities associated with boating activities, such as marinas, boat docks, moorings and necessary appurtenances.
No building, structure or portion thereof shall
be erected, altered or converted to any of the following uses:
B. Private recreation uses for financial gain, such as
amusement parks, concessions, cartways, racetracks, miniature golf
courses, outdoor theaters, pool halls and other similar uses.
