The boundary limits of the Township of Springfield
are hereby established as a zone in which motor vehicles may remain
standing without lights, and all highways within such boundary limits
are hereby designated as highways where motor vehicles may remain
standing without lights.
Wherever a space shall be marked off on any
highway for the parking of an individual vehicle, every vehicle there
parked shall be parked within the lines bounding such space.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule VIII (§
107-31) attached to and made a part of this chapter except at the angle designated and only within the painted stall lines. On all highways or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
Parking is hereby prohibited on both sides of
all highways for any continuous period in excess of 72 hours.
The streets or parts of streets described in Schedule XII (§
107-35) are hereby established as special purpose parking zones, and it shall be unlawful for any person to park any vehicle or tractor or to allow the same to remain parked in any such zone except as specifically provided for such zone.
A. Permit parking fees. A fee of $10 shall be charged
for each permit decal issued to residents of those areas restricted
to parking by permit only. A permit shall remain valid for as long
as the permit holder maintains the vehicle. Temporary parking placards
shall be made available to each household at a fee of $10 each for
the purpose of providing on-street parking for guests. No more than
two temporary parking placards shall be made available to each household.

It shall be unlawful to park any commercial
motor vehicle or trailer, the overall length of which is in excess
of 26 feet, or tractors of any size or description in or upon any
public street or road within the Township, except for deliveries or
services on the said streets or roads; provided, however, that this
section shall not prohibit the stopping, standing or parking of fire-fighting
equipment or other emergency vehicles, nor shall this section apply
to the parking of vehicles of public utilities or contractors while
engaged in the repair, maintenance or construction of streets or utilities
within the Township, and provided further that this restriction shall
not be construed to apply to recreational vehicles or house trailers
or boat trailers but that such owners must obtain a permit.

No person shall stop a vehicle at any time upon any of the streets or parts thereof described in Schedule XIV (§
107-37) attached to and made part of this chapter except to comply with lawful traffic regulations at intersections.

A. Purpose. The Board of Commissioners of Springfield
Township deems it to be in the interest of the citizens of the Township
to provide for the establishment of a residential parking permit program
to ensure primary access to available parking spaces by neighborhood
residents as well as to provide for efficient emergency response to
promote the health, safety and welfare of the general public.
B. Definitions. For the purposes of this section, the
following terms shall have the following meanings designated for each:
COMMUTER VEHICLE
A motor vehicle parking in a residential parking permit area
by a person not in a residence thereof.
PARKING PERMIT
Either a resident parking permit or temporary parking permit
authorized by this section and issued by Springfield Township.
RESIDENT
A person who owns or leases real property within a residential
area and who maintains either a voting address, bona fide occupancy,
or is both owner of and conducting a business within the designated
area.
RESIDENTIAL PARKING PERMIT AREA
A contiguous area containing a non-standard-width public
highway abutting primarily residential property adjacent to a commuter
rail station and B-1 Business District.
C. Designation of residential parking permit areas.
(1)
The Board of Commissioners may, by ordinance,
designate residential permit parking areas in those areas where an
adjacent commuter rail station and B-1 Business District prohibit
the reasonable access to on-street parking by area residents, after
taking into consideration the following:
(a)
The difficulty or inability experienced by residents
of the proposed area in obtaining curbside parking reasonably accessible
to their residences.
(b)
The desire of the residents of the proposed
permit area for the institution of a permit parking system and willingness
of these residents to bear the cost incidental to the cost of issuance
of those parking permits and the administration authorized by this
section.
(c)
The availability of off-street parking facilities
for the use of the commuter and the inadequate parking availability
of off-street parking facilities for the use of the residents.
(2)
Residential parking permit areas. The following
shall be residential parking permit areas:
(a)
Park Avenue, west side, from Pennsylvania Avenue
to the Reading Railroad.
D. Regulations. It shall be unlawful and a violation
of this section for a vehicle to park in the residential parking permit
area unless the vehicle displays a parking permit or temporary placard
authorized by this section.
E. Issuance of permits. The Springfield Township Police
Department shall issue any appropriate permits necessary in accordance
with parking signs which identify a residential parking permit area.
(1)
One permit shall be issued upon application
and payment of a fee in the amount of $10 per vehicle. The permit
shall remain valid for as long as the permit holder maintains the
vehicle.

(2)
The applicant must verify residency within the
residential parking permit area by supplying two forms of proof of
residency. Proof of residency shall include a driver's license, voter
registration card, utility bill, lease or deed of ownership.
F. Permit application.
(1)
The resident must make application for a residential
parking permit yearly.
(2)
Application shall be made on forms to be supplied
by the Springfield Township Police Department. Application information
will include the name and owner of the vehicle, the resident's address
and the vehicle's make, model and registration number. The motor vehicle
registration shall be presented at the time of making said application
in order to verify the contents thereof.
(3)
A permit may be issued to the operator of a
motor vehicle who is not the owner, provided that the vehicle is either
a leased vehicle or a company car supplied to the applicant by his/her
employer, proof of which must be documented by the applicant.
G. Transfer of permits. Residential parking permits may
not be transferred under any circumstances.
H. Temporary parking permit placards.
(1)
A limit of two temporary parking placards may
be issued to each residential unit within a residential parking permit
area at a cost of $10 per placard. Each replacement placard shall
cost $10.

(2)
Permits shall be issued by the Springfield Township Police Department, and applicants must prove residency as required in §
107-23.3E(2).
I. Use of residential parking permits and temporary placards.
(1)
All resident parking permits shall be displayed
by permanently attaching them to the rear side window on the driver's
side. Temporary placards shall be displayed on the driver's side on
the dashboard of the vehicle so it is visible.
(2)
A parking permit shall not reserve or guarantee
a parking space within a parking permit area. A parking permit shall
only authorize the stopping or standing or parking of a motor vehicle
in a residential parking area when posted with official signs.
(3)
A parking permit shall be displayed only on
the vehicle for which it is issued, and any other use shall constitute
a violation of this section and shall be cause to revoke the residential
parking permit.
(4)
Temporary placards may not be used for more
than two consecutive days on the same vehicle. Extended use shall
constitute a violation of this section and shall be cause to revoke
the placard.
(5)
For the purposes of this section, the person
to whom the parking permit or placard is issued shall be deemed its
holder and shall be responsible for the use or misuse of any permit
or placard issued to him or her.
J. Penalties. Any person violating any provision of this
section shall be subject to revocation of his/her permit and, upon
summary conviction, be fined up to $300 for each violation, together
with any applicable court costs, and in default thereof shall be subject
to imprisonment for a period not exceeding 90 days.
