It shall be unlawful for the owner or operator of any motor
vehicle to park such vehicle between the hours of 8:00 a.m. and 7:00
p.m., Monday through Saturday, for more than the time designated on
the meter erected at the parking space to be occupied upon the portion
of the streets and lots herein described and designated as parking
meter zones:
A. Philadelphia street: 400 through 1100 blocks;
B. North Fifth Street: Philadelphia to Water Street;
C. South Fifth Street: Philadelphia to Church Street;
D. North Sixth Street: Philadelphia to Water Street;
E. South Sixth Street: Philadelphia to School Street;
F. North Seventh Street: Philadelphia to Water Street;
G. South Seventh Street: Philadelphia to School Street;
H. North Eighth Street: Philadelphia to Water Street;
I. South Eighth Street: Philadelphia to School Street;
J. South Ninth Street: Philadelphia to Church Street;
K. South Tenth Street: Philadelphia to Gompers Avenue and School Street
to Oakland Avenue;
L. South Carpenter Avenue: Philadelphia to School Street;
M. Church Street: Sixth Street to Eighth Street;
N. Water Street: Ninth Street to Fifth Street;
O. North Taylor Avenue: Philadelphia to Water Street;
P. South Taylor Avenue: Philadelphia to Church Street;
Q. Clymer Avenue: Church Street to Klondyke Avenue;
R. School Street: Oakland Avenue to Seventh Street;
S. Washington Street: Foundry Avenue to Eleventh Street;
T. Papermill Avenue: Grant Street to Willow Avenue;
U. Grant Street: Eleventh Street to Oakland Avenue;
V. Locust Street: Seventh Street to Rice Avenue;
W. South Street: Seventh Street to Rice Avenue;
X. Eighth Street Municipal Lot: meters located inside the lot;
Y. South Seventh Street: Locust to Grant Street;
Z. West Avenue: School Street to Washington Street.
The cost of parking any motor vehicle in any parking space located
within the parking meter zones herein designated shall be set by the
current fee schedule set by Borough Council and the maximum amount
of time which any motor vehicle or other vehicle may be parked or
otherwise allowed to remain parked within parking meter zones herein
designated by the time limit posted on the parking meter.
On streets so designated there shall be parking spaces approximately
12 feet in width and 22 feet in length for angular parking and spaces
of approximately 6 1/2 feet in width and 22 feet in length for
parallel parking marked by lines on the curb or pavement or by other
appropriate markings; and on the sidewalk adjacent to each curb parking
space, there shall be erected a parking meter, which upon the deposit
of a coin or coins or cell phone parking payment application as hereinafter
provided will indicate the duration of the legal parking period and
the time when such period has elapsed.
In order that the police parking enforcement officers may properly
compute the time during which a vehicle is parked, the owner or operator
shall upon entering such parking space, during the time of limited
parking, immediately deposit a quarter, dime, nickel or a combination
of said coins, unless otherwise specified, in the parking meter alongside
of or next to said parking space in the amount required in accordance
with the instructions thereon, and failing to do so shall constitute
a violation of this chapter. Payment may also be made by cell phone
parking payment application.
It shall be unlawful for any person to cause, allow, permit,
or suffer any such vehicle registered in his or her name or custody
and control to be parked in parking meter zones herein designated
in violation of the provisions of this chapter.
It shall be unlawful to park any vehicle across any line or
marking designating a parking space or to park said vehicle in any
way that same shall not be wholly within a parking space as designated
by said markings.
It shall be unlawful to deface or tamper with, damage, open
or willfully break, destroy, or impair the usefulness of any parking
meter installed under the terms of this chapter.
Nothing contained in this chapter or in any ordinance hereafter
establishing parking meter zones shall be construed to permit parking
of vehicles in those spaces within any zone in which by other ordinances
of the Borough parking is prohibited.
The fee for parking citations shall be established according
to the current fee schedule set by Borough Council. The placement
of one parking ticket upon a vehicle shall not excuse a continuance
of overparking, and the police officer or parking enforcement officer
shall have authority to place an additional ticket upon said vehicle
whenever the period of 60 minutes shall have elapsed following the
prior placement of a parking ticket thereon.
