The Pennsylvania Borough Code Section 601(d),[1] Composition, states "All wards in the borough shall be numbered and composed of compact and contiguous territory as nearly equal in population as practicable as officially and finally reported in the latest official census."

The number of wards shall be reduced from four wards to two wards.
Based upon the population determined by the 2020 United States Census, the western ward's population is 7,135 and the eastern ward's population is 6,912.
The physical boundaries of the wards shall be in accordance with the map of the Borough of Indiana as attached hereto as Exhibit A.[1]

The Borough of Indiana shall review the population of each ward from time to time but at a minimum of every 10 years after publication of the Decennial Census.
The effective date of this article shall be January 1, 2023.

The number of Council members shall be reduced from 12 members to eight members.
Each ward shall consist of four members.
Effective with the municipal election of 2023, Ward 1 shall elect two members to a four-year term. Ward 2 will elect one member to a four-year term.
Effective with the municipal election of 2025, Ward 1 shall elect two members to a four-year term. Ward 2 shall elect two members to a four-year term and one member to a two-year term.
Effective with the municipal election of 2027 and each municipal election thereafter, each ward shall elect two members for a four-year term.
The effective date of this article shall be January 1, 2023.
