In making its decision on a substantive challenge,
the Board shall consider, in addition to the filed statement, evidence
of the impact of the proposed use or development on municipal services
and facilities; the extent to which the use or development provides
low- and/or moderate-income housing units if it is a residential plan;
the suitability of the site for the proposed intensity of the use;
and the effect of the development or use upon soils, slopes, woodlands,
drainage, floodplains, aquifers, and natural features.
