Every person licensed under this chapter shall at all times keep displayed
upon his shop or vehicle or person, a badge or sign bearing the owner's name,
occupation and license number, in large and distinct letters and figures.
Every person licensed under this chapter shall keep a book in which
he shall record all articles purchased by barter or otherwise, the time of
purchase, and the name, age and residence of the person from whom the articles
were procured.
No person licensed under this chapter shall pursue such business, nor
keep his shop open, nor transact any business in his shop or vehicle before
sunrise or later than 9:00 in the evening.
No person licensed under this chapter shall purchase or receive any
articles mentioned in his license from any person who is a minor.
No person licensed under this chapter shall enter any building without
having first obtained the consent of the owner or occupant, nor take any property
from any premises without the consent of the owner.
It shall be unlawful for any person to be a collector of, dealer in,
or keeper of a shop for the purchase, sale, or barter of rags, paper, old
metals, junk, or secondhand articles without first obtaining a license from
the City Council as provided in Chapter 140 of the Massachusetts General Laws.
No person shall purchase or receive by barter within the limits of this City
any of the articles mentioned above without first procuring such a license.

The fee for a license required by this article for a junk dealer or
collector and for a secondhand dealer shall be as set forth in Chapter 174,
Fees, for each year or part thereof, which shall be paid to the City Clerk
when the license is issued. Societies, associations or corporations organized
solely for religious or charitable purposes and their agents shall not be
required to pay a fee for such licenses.
The license issued under this article may be revoked upon breach of
any of the conditions thereof.
All licenses granted under this article shall expire on the first day
of May next after the date thereof, unless sooner revoked, and a record of
the licenses so granted shall be kept by the City Clerk.
