As used in this article, the following terms
shall have the meanings indicated:
AUTHORIZED EMERGENCY VEHICLE
Vehicles of the Fire Department and the Police Department,
ambulances and private and governmental emergency vehicles.
BICYCLE
Every device propelled by human power upon which any person
may ride, having two tandem wheels, either of which is over 20 inches
in diameter. "Bicycle" includes pedal bicycles with helper motors
rated at less than one brake horsepower, transmitted by friction and
not by gear or chain, which bicycles produce only ordinary pedaling
speeds up to a maximum of 20 miles per hour.
COMMERCIAL VEHICLE
Includes all motor vehicles used for the transportation of
passengers for hire, or used for the transportation of goods, wares
or merchandise, and/or all motor vehicles designed and used for drawing
other vehicles and not so constructed as to carry any load thereon
either independently or as any part of the weight of a vehicle or
load so drawn.
GROSS VEHICLE WEIGHT
The weight equal to the weight of a vehicle without load,
plus the weight of its maximum load carrying capacity, as rated by
the manufacturer.
LOAD-CARRYING CAPACITY
The maximum weight which may be carried by a truck, as disclosed
by the manufacturer's rating.
MOTOR VEHICLE
Every self-propelled device in, upon or by which any person
or property is or may be transported or drawn upon the land, including,
but not limited to, automobiles, motorcycles, scooters and trucks.
OPERATOR
Any person who is in actual physical control of a motor vehicle.
OWNER
Any person in whose name the legal title of a motor vehicle
is registered, or if such vehicle is the subject of a lease or conditional
sales agreement, the lessee or person with the right of purchase upon
performance of the conditions stated in the agreement and with the
immediate right of possession.
PARKING
The standing of a motor vehicle upon the land attended or
unattended by an operator thereof.
PARKING LOT
An area of land near or contiguous to a shopping center and
used by the public as a means of access to and egress from the stores
and business establishments at the shopping center and for the free
parking of motor vehicles of patrons at the shopping center.
PRIVATE STREET, ROAD OR HIGHWAY
A privately owned and maintained road allowing access to
more than one residence or place of business, which road is normally
open to the public and upon which persons other than owners located
thereon may also travel.
PRIVATE DRIVEWAY
Any piece of privately owned and maintained property which
is used for vehicular traffic but is not open or normally used by
the public.
RESIDENTIAL AREA
All platted subdivisions of land, except supervisors' plats
in which single-family dwellings are located, including any public
or private driveway, street, road or highway adjacent to or within
such a subdivision of land.
SCHOOL PARKING LOT
An area near or contiguous to buildings owned by a board
of education, school district or community college district and used
by the public as a means of access to and egress from such buildings
and for the free parking of motor vehicles of persons having business
within such buildings.
SHOPPING CENTER
A minimum area of three acres of land on which there is located
one or more stores or business establishments and for which a parking
lot is provided.
SIDEWALK
That portion of a street between the curb lines or lateral
lines of a roadway and the adjacent property lines, intended for the
use of pedestrians.
TRUCK
Every motor vehicle designed, used or maintained primarily
for the transportation of property.
Subject to the provisions of Act No. 300 of
the Public Acts of 1949, as amended (MCLA Chapter 257, as amended),
the parking of a motor vehicle, the gross vehicle weight of which
exceeds 20,000 pounds, in a residential area, is prohibited.
This chapter shall not be applicable to authorized
emergency vehicles, nor shall this chapter be applicable to commercial
vehicles loading or unloading goods, wares or merchandise for the
stores located in a shopping center when such loading or unloading
cannot be reasonably done in the parking areas to the rear of the
stores located in the shopping center.
In any proceeding for a violation of any parking
provision of this chapter, the person to whom a motor vehicle is registered,
as determined from the registration plate displayed on such motor
vehicle, shall be presumed in evidence to be the person who committed
the violation charged.

A. Generally. No person shall park any motor vehicle,
at any time, at or on the following streets and locations, including
any easements contiguous to such streets and locations, located within
the city:

B. Signs. The City Engineer is responsible for the placing
of official signs prohibiting parking at or on the streets and designated
in Subsection
A hereof.
C. Parking violations; proof. Sections 8.23a and 8.23b
of the Uniform Traffic Code, as adopted and amended in Chapter
242,
Uniform Traffic Code, are applicable to violations of Subsection
A
hereof.

A. At the time of erection or enlargement of any main
building or structure, automobile off-street parking shall be provided
as prescribed in Section 5.2300 of Article 13 of the City of Rockwood
Zoning Code.
B. Off-street parking at existing single-family residences
shall be permitted on a designated parking strip, parking bay, driveway,
garage or combination thereof. No parking shall be permitted on lawns
or other unpaved areas on residential lots, with the exception of
approved gravel parking areas, nor shall parking be permitted on or
across sidewalks. Paved or gravel area for parking shall not exceed
50% of the total area of the front yard.
C. The storage of trailers, merchandise, unlicensed,
or inoperable motor vehicles or vehicles under repair is prohibited
in required off-street parking in residential areas, unless enclosed
in a garage or car port adjacent to or to the rear of the residential
structure.

A. No person shall park, leave unattended or fail to
remove any motor vehicle or trailer on any pubic street, highway or
alleyway, or cause the same to remain parked, after a snowfall and/or
drifting snow of four inches or more prior to the removal by City
plowing of the street.
B. All vehicles and/or trailers found to be in violation
of this section shall be ticketed and the owner, if possible, shall
be notified to remove such vehicle from the public street, highway
or alleyway at the expense of such vehicle owner. Such expense shall
include towing and storage charges attached to the vehicle.
C. A person may obtain a hardship permit from the Police
Department by completing an application provided therefor and signing
an affidavit indicating that the residence does not have off-street
parking or that off-street parking is inadequate by reason of his
or her physical condition.
A violation of any provision of this chapter
shall be a misdemeanor, punishable as provided in Chapter
1, General
