The general management and administration of
the business of the Borough of Emsworth shall be entrusted to the
office of Borough Manager. The Borough Manager shall be appointed
by a vote of an absolute majority of the Council. The Borough Manager
shall be, or upon his or her appointment shall become, a Borough employee.
The Council of the Borough of Emsworth shall
stipulate the terms, conditions and tenure of the Borough Manager
by ordinance or by contract. The Borough Manager shall be appointed
with regard to merit and fitness, and on the basis of his or her executive
and administrative qualifications. During his or her tenure as Borough
Manager, he or she shall not hold any elective public office.
The powers and duties of the Borough Manager
shall be established by the Council of the Borough of Emsworth by
ordinance.
