(1) 
Definitions. Whenever any words or phrases are used in this subsection, the meanings respectively ascribed to them in Subtitle 1 of Title 39 of New Jersey Statutes Annotated shall be deemed to apply to such words and phrases used herein.
(2) 
Designation of restricted parking zones in front of residences occupied by handicapped persons. The following residences shall have a designated handicapped parking zone placed in front thereof:

Posting of signs. All erected signage shall conform to the current standards prescribed by the Manual on Uniform Traffic Control Devices for Streets and Highways, adopted by the Commissioner of Transportation, and any other Department of Transportation rules and regulations governing such parking spaces and signs.[1]

A. 
No vehicle shall be permitted to stop, stand or park at any time in the fire and emergency vehicular zone designated herein.
B. 
No vehicle shall be permitted to stop, stand or park at any time in the restricted, handicapped parking area designated herein without such vehicle displaying the special vehicle identification card issued by the Division of Motor Vehicles as designated herein.

Signs clearly indicating the prohibited parking area shall be provided, installed and maintained by the Township in sufficient locations to adequately inform the public of the prohibited and/or restricted parking, as the case may be.

Any person violating any of the provisions of this article shall upon conviction be subject to a penalty by a fine not exceeding $50 except that any person violating the provisions of § 140-26.4B and C, which pertain to handicapped restricted parking, shall upon conviction be subject to a fine of $250 and for second and subsequent offenses the penalty shall be a fine of at least $250 and 90 days community service on such terms and in such form as the Court may deem appropriate.
