The purpose of this chapter is to require the
clear display of authorized and assigned house or building numbers
on every building fronting on any street in the Township in order
to assist the general public and emergency services, public and private,
in identifying any property in case of emergency or otherwise.
As used in this chapter, the following terms
shall have the meanings set forth:
NUMBER
Numerals and lot numbers written in script or cursive.

All residential, commercial or industrial buildings
existing or to be placed or erected within the Township of Greenwich
shall display identification numbers as provided herein and in accordance
with the specifications provided herein. All buildings/dwellings while
under construction shall also display a 9-1-1 address. A posted 9-1-1
address must be visible on a post/sign on the property during construction,
as per the specifications of this chapter.

Building numbers shall be provided by the Township's Office
of Emergency Management in conjunction with and approval of the County
9-1-1 Coordinator. Every owner, occupant or lessee of a building constructed
or to be constructed in the Township of Greenwich shall apply to the
Township's Office of Emergency Management for a number if no
number has been previously assigned in accordance with this chapter.

Building numbers shall be:
A. Sufficiently legible as to provide contrasting background, arrangement,
spacing and uniformity as to be clearly visible from the street.
C. A minimum height of three inches.
D. Mounted in a secure fashion to the front wall or porch of the building
so as to be clearly visible from the street.
E. If a building is 200 feet or more set back from the road, then a
minimum size of six-inch numbers is required.
F. In addition, the owner shall comply with the requirements set forth in §
477-6, Location and placement of numbers.

A. The owner shall securely affix the numbers required by this chapter
upon a post of treated wood, metal, plastic or PVC plastic. The post
shall measure at least four inches by four inches by six feet in height.
All posts shall be installed with a minimum of 24 inches inserted
into the ground and a minimum of 48 inches are above the ground. The
post shall be installed no less than four feet, nor more than 12 feet,
from the edge of the roadway pavement and no less than two feet nor
more than three feet from the house side (building side) edge of a
driveway entrance. (Residences shall be addressed according to the
roadway that the front door enters from and exits onto.) The numbers
are to be placed two inches from the top of the post, on at least
two sides of the post (as opposed to front and back) so that they
will be free from obstruction such as trees, bushes and grass and
equally visible for a reasonable distance to operators of vehicles
traveling in either direction along the roadway on which the building
is numbered.
B. To the extent that the property owner does not reside at a property
owned by him or her in Greenwich Township, the requirements for posting
of house numbers in this chapter shall apply to both the owner and
those residents renting and/or residing at the owned property. If
the lessee/renter/occupant fails to abide by this chapter after 15
days' notice, the property owner shall be responsible to assure
the 9-1-1 address is posted.
C. Although the Township recommends the installation of a post for numbering
purposes, in cases where the residence's mailbox conforms to
the basic area location as specified above, the mailbox post or mailbox
can be numbered in lieu of the posting requirements. The mailbox or
mailbox post must be numbered according to the same specifications
contained within the "specifications" section of this chapter and must be clearly and visibly placed and equally visible
for a reasonable distance to operators of vehicles traveling in either
direction along the roadway on which the building is numbered.

Garden apartments and townhouse complexes shall provide such
building and apartment numbers as are provided for in the Multiple
Dwelling Laws (New Jersey State Housing Code, Chapter 162). The Gloucester
County 9-1-1 addressing guideline shall be utilized for this section.

For any building erected, repaired, altered or modified after
the effective date this chapter which requires the assignment of a
building number, no certificate of occupancy shall issue until such
number is approved by the Township's Office of Emergency Management
and is affixed to the building in accordance with this chapter.

Violations of the provisions of this chapter shall be punishable
by a fine no less than $100 and no greater than $250 per offense,
or, in the discretion of the court, to a period of community service
of up to five days. Each day of noncompliance shall constitute a separate
offense. The Municipal Official shall have the option of issuing a
warning, and, in that event, shall allow 14 business days for compliance
before issuing a citation.
