All residents of the Town of Wayland and all businesses having a principal place of business in the Town of Wayland and all businesses providing solid waste disposal services to residents and businesses of the Town of Wayland are prohibited from disposing of any recyclable materials in the containers or areas reserved for refuse only at the Town of Wayland Sandhill Sanitary Landfill or any other town landfill or solid waste transfer facility.
A. 
Categories of recyclable materials may include paper, cardboard, glass, metals, plastics, batteries, tires, fabrics, wood and yard wastes and any other materials as may be designated by the Board of Public Works as recyclable materials consistent with state laws and regulations. The Wayland Board of Public Works shall at all times retain the sole authority for establishing or modifying the categorization of materials as recyclable or nonrecyclable, to the extent that these determinations do not conflict with applicable state laws and regulations governing the handling of solid waste.
B. 
The Board of Public Works shall provide alternative areas or containers at operational landfill or waste transfer sites for the collection of materials designated as recyclable. The prohibition on the disposal of recyclable materials in designated refuse areas shall not prevent the Board of Public Works from entirely excluding certain materials from the landfill or any future landfill or waste transfer facility.
