No person or corporation shall erect or cause
to be erected any utility pole in or upon any street, alley or public
grounds, or string any wire in, over, under or upon the streets or
public grounds, or upon, over, under or in front of any building or
buildings, without the consent of the Board of Trustees.

No person shall permit snow or ice to accumulate upon any building adjacent to any street or sidewalk, and no person shall permit snow, ice or water to fall from, or throw any snow or ice from, such buildings into or upon any street or sidewalk. Any snow, ice or dirt that has accumulated on any sidewalk shall be removed in compliance with §
106-7 of this chapter.

No person shall himself or herself, or authorize
or permit another to, print, paint, mark, post or hang any handbill,
notice, placard or advertising sign, except legal notices, upon any
post, utility pole, tree, fence, bridge or other object in the streets,
alleys or public grounds, except upon public information centers authorized
and located by the Board of Trustees.
