No person shall ride, drive or lead any horse
or other animal, except dogs, upon any sidewalk, or draw or push anything
containing swill, rubbish, offal or other foul matter upon any sidewalk
unless the container is adequately constructed and covered so as to
prevent any substances from falling onto the sidewalk.

No person shall ride, drive or operate any vehicle,
bicycle or other device along any public sidewalk or footpath intended
for the use of pedestrians. This section shall not apply to children
10 years of age or under nor to invalids or handicapped persons who
cannot walk.

A. Purpose. The purpose of this section shall be to preserve
the public peace and good order in the Village and to contribute to
the public welfare, safety and good order of its people and to contribute
to the safe conveyance of its people over the streets and sidewalks
of the Village by establishing certain regulations for the removal
of snow, ice, dirt and other encumbrances from the streets and sidewalks
of the Village that are consistent with the rights and privileges
of other residents of the Village.
B. Duty of property owner and occupant. It shall be the
duty of the owner and occupant, jointly, of every parcel of real estate
adjoining a public sidewalk, whether the parcel of real estate is
occupied by a structure or not, to keep such sidewalk adjoining such
property free from snow, ice, and dirt or other encumbrances for the
full paved width of such sidewalk.
C. Time limit. Snow, ice, dirt or other encumbrance shall
be removed within 24 hours after the end of a snowfall or after the
snow, dirt or other encumbrance has been deposited.
D. Severe icing. In case snow and ice on any sidewalk shall be frozen so hard that it cannot be removed without injury to the sidewalk, it shall, within the time specified in §
106-7C, be strewn and kept strewn with sand, sawdust or other suitable material, so as to be no longer dangerous to life and limb. As soon as practical thereafter, the sidewalk shall be completely cleared of snow, ice and other material strewn thereon.
E. Removal by Village. Whenever the owner or occupant of real estate adjoining a public sidewalk fails to remove the snow, ice, dirt or other encumbrances within the time specified in Subsection
C above, the Superintendent of Public Works shall have the snow, ice, dirt or other encumbrance removed and notify the Village Clerk of the expense incurred by the amount of labor, equipment and materials used. This work will be done by a contractor. In addition, a fee as set from time to time by resolution of the Village Board of Trustees shall be charged for each occurrence.

F. Collection of costs by Village. The Village Clerk
shall promptly present to the owner or occupant of each parcel a bill
for removal of snow and ice as certified by the Superintendent of
Public Works. If not paid within 30 days, the cost shall be assessed
against the property, added to their tax bill and become a lien thereon,
collectible in the same manner as delinquent Village taxes.
G. Depositing on streets. No person, firm or corporation
shall deposit, throw, place or strew, nor shall any person, firm or
corporation cause to be deposited, thrown, placed or strewn any snow,
ice, dirt or other encumbrance upon any street, avenue or roadway
within the Village.
H. Placing of snow and ice on another's property. No
person, firm, corporation, property owner or occupant shall remove
snow or ice from any parcel of real estate and place it upon another
parcel of real estate without the express permission of the owner
of the parcel of real estate upon which the snow or ice is to be placed.
