A. 
When any vehicle is parked or abandoned on any highway within this Village during a snowstorm, flood, fire or other public emergency or at any time so as to impede snow removal, which affects that portion of the public highway upon which said vehicle is parked or abandoned, said vehicle may be removed by the Superintendent of Public Works of the Village of Kinderhook or someone designated by the Superintendent.
B. 
When any vehicle is found unattended on any highway or sidewalk within this Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by the Superintendent of Public Works of the Village of Kinderhook or someone designated by the Superintendent.
C. 
When any vehicle is parked or abandoned on any highway, sidewalk or public area within this Village where stopping, standing or parking is prohibited, said vehicle may be removed by the Superintendent of Public Works of the Village of Kinderhook or someone designated by the Superintendent.

After removal of any vehicle as provided in this article, the Superintendent of Public Works of the Village of Kinderhook may store such vehicle in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to the Superintendent of Public Works of the Village of Kinderhook of the amount of all expenses actually and necessarily incurred in effecting such removal and storage.
The Superintendent of Public Works of the Village of Kinderhook shall without delay report the removal and the disposition of any vehicle removed as provided in this article to the Board of Trustees of the Village of Kinderhook. It shall, however, be the duty of the Superintendent of Public Works of the Village of Kinderhook to ascertain to the extent possible the owner of the vehicle or the person having charge of the vehicle and to notify the owner of the removal and disposition of such vehicle and of the amount which will be required to redeem same.
